mayor Johnson called meeting to order. Present: Groth, Sommerfeldt, Mondor, Torgerson,
Johnson, Heuer and City Planning Consultant John Bergley.

Clerk presented affidavit of publication and mailing list of residents within 250 ft.
of proposed site.
Mr. C. Simonet expressed concern over the additional traffic that would be created on
Olene Avenue as a result of the bowling alley. mr. Niehoff and Mr. Nelson agreed and
felt the narrow street which until the opening of the V.F.W. Club was used strictly
for residential traffic was not qualified to handle the additional traffic that would
be generated by the bowling alley.
Mr. Nelson also expressed concern over the dust and dirt that would be caused by and
during construction and asked how long this condition would last. He also asked about
the elevation of the parking lot as it relates to Olene Avenue and the landscape that was
planned and asked if it would be maintained after planted and sodded.
Mr. Swager and Mr. Geiger advised that construction, Blacktopping and landscaping would
be completed before the building was opened for any business. Opening is planned for
the start of the 1975 bowling season. The parking lot would slop to the east with
the surface water toward Omaha Avenue. Mr. Swager said he would comply to the landscape
requirements of the City. He further advised that the grounds would be maintained
continuously to make it as attractive as possible.
Mr. Bergley of Wehrman and Chapman presented the planners recommendations and concerns
relative to the project.
Sommerfeldt moved to grant Special Use Permit with the following conditions:
1. Planting and landscaping approval required by City Planning Consultant
and .to be completed prior to opening the establishment for business.
2. Land will be made available from the developer from the east side of
Olene Avenue if and when the City desires to widen the street. This
applies only to the property currently owned by the St. Croix Bowl and,
or the Developer.
3. That any parking area lighting be so directed as to reduce glare and to
eliminate direct lighting exposure to the properties on the west side of
Olene Avenue.
4. That traffic directional signs be located at the °entrance -exit driveway to
channel traffic north on Olene rather than south, thereby keeping non- destination
oriented traffic out of the residential area.

5. That the seating be allocated according to the proposed number of parking
spaces. (Bowling = 120 spaces (24 lanes); Lounge -Bar = 63 spaces (189 seats).
The above motion was seconded by Torgerson. Carried.
The building permit will be issued and subject to conditions of above Special Use
Permit.
Mayor declared hearing closed.
