Dear Jennifer,
This past week, in response to a complaint received, I made a site visit to the
above - referenced property. While I was there, I observed that there was a car,
a camper, and topper parked /stored on the yard, in violation of City
Ordinances 401.15.B.14 Exterior Storage and 401.15.F. Off - Street Parking and
Loading, which regulate off - street parking and exterior storage. These
ordinances are enclosed for your reference.
The property tenant has been made aware of the violation and compliance has
been requested no later than April 19, 2013. Seatac Properties was copied with
the compliance request.
While I was at the residence, I noticed that the driveway which appears to lead
to the garage at the rear of the property is not constructed of a hard surface
material. City Ordinance requires driveways and parking pads that are not hard
surfaced (concrete or asphalt) to have a placement of class 5 material with a
minimum depth of 4- inches. The driveway is in need of repair. This letter directs
that you arrange for the driveway repair and that it be completed no later than
May, 10, 2013.
In light of the parking and storage issue mentioned above, you may wish to
consider creating a parking pad at such time you repair the driveway. If you
wish to install a parking pad or change the footprint of the existing driveway,
please contact me to obtain a driveway replacement and /or parking pad
permit. I've enclosed information related to parking pads for your reference.

Lastly, the house numbers on the house are not clearly visible from the roadway.
Please replace them or pain them so that they contrast from the house siding
and are clearly visible.

401.15.B. General Building and Performance Requirements.
14. Exterior Storage. All materials and equipment except as provided below and in
Sections 401.21 through 401.34 of this Ordinance shall be stored within a
building or fully screened so as not to be visible from adjoining properties and the
public right -of -way except for the following:
a. Clothes line poles or wires.
b. Not more than a total of two (2) recreational vehicles and /or pieces of
equipment (not including racing cars).
c. Construction and landscaping materials currently being used on the
premises.
d. On and off - street parking of currently registered and operable passenger
vehicles and trucks not to exceed a gross weight of twelve thousand
(12,000) pounds.
e. Lawn furniture or furniture used and constructed explicitly for outdoor use.
f. All firewood stored on residential premises shall be stored in the side yard
or rear yard and stacked neatly.
401.15.F. Off- Street Parking and Loading.
1. Off - Street Parking Purpose. The regulation of off - street parking spaces in
these zoning regulations is to alleviate or prevent congestion of the public right -
of -way and to promote the safety and general welfare of the public, by
establishing minimum requirements for off - street parking of motor vehicles in
accordance with the utilization of various parcels of land or structures.
f. Residential Use Parking.
1) Except as provided below in Subsection 4.f.2 and except on a
limited, temporary basis involving guests or work being performed
on site, on and off - street parking facilities shall be utilized solely for
the parking of licensed and operable passenger automobiles, vans,
one (1) truck not to exceed gross capacity of twelve thousand
(12,000) pounds; and recreational vehicles and equipment which
are the property of the occupant, except as provided below in
Subsection 4.f.2. Under no circumstances shall required facilities
accessory to residential structures be used for the storage of non -
qualifying commercial vehicles, commercial equipment, or for the
parking of automobiles belonging to the employees, owners,
tenants or customers of business or manufacturing establishments.
2) For detached single family uses in residential zoning districts, the
off - street parking of vehicles other than those stipulated in
Subsection 4.f.1 above may be allowed as an interim use permit
pursuant to Section 401.05 of these zoning regulations, provided
that:
a) The property fronts on an improved public street which is
determined by the City Engineer to be capable of carrying
the vehicles in question without undue damage.
b) The type of vehicle to be parked does not create an
unreasonable safety hazard to neighboring residents or the
public utilizing the street(s) servicing the property.
c) The site upon which the vehicle is parked has adequate
space to allow turning movements and parking which does
not result in the backing of vehicles from or onto the public
street.
d) The parking of such vehicles does not adversely affect
neighboring property owners as it relates to noise.
e) The parking of such vehicles is screened from neighboring
properties and the public right -of -way to the extent
determined as necessary by the City Council in compliance
with Section 401.15.E. of this Ordinance.
f) The provisions of Section 401.05 of this Ordinance are
considered and determined to be satisfied.
A Word On Parking Pads .. .
No Parking on the grass or yard
By City Ordinance cars, trucks, trailers, boats, snowmobiles, water -skis, four -
wheelers, motor homes and other similar items shall be parked in your garage
or other accessory building, upon your driveway or an approved parking pad.
A An approved Parking Pad shall be hard surfaced constructed of asphalt,
concrete, cobblestone, paving block or crushed rock that meets minimum Class
5 material specifications and has at least a 4 inch deep base. Designated
parking pads shall extend directly from the driveway, away from the house and
may be located within the front, side or rear yard setback. Parking pads must
be set back at least 5 feet from rear yard property lines.
Parking Pad Limitations
Your parking pad may be used for the placement of:
1. No more than a total of two (2) recreational vehicles (boats, snowmobiles,
etc.) or pieces of equipment (trailers, etc.), not including racing cars.
2. Registered and operable passenger vehicles.
3. No more than one (1) truck and /or trailer not to exceed a gross vehicle
weight of 12,000 pounds, except when loading, unloading or rendering a
service.
4. Construction and landscaping materials currently being used on the
premises.
Firewood Storage shall not be on a parking pad. Firewood shall be neatly
stacked and stored in the side yard or rear yard or residential premises.
I have too much stuff. What do I do?
