[possible action Background /Justification (Please indicate if any previous action has been taken or if other public bodies have advised): As I had mentioned in weekly notes, the City council will need to discuss an issue related to how the City transfers sanitary waste from the, NE part of the City, via a sewer line that can be metered. The question of metering was absent from the earlier discussions, but does need to get addressed. City Engineer Chris Long has prepared a memo on the matter for the Council to discuss. Staff has met with MET Council staff, City of Stillwater Staff and MNDOT and discussed options extensively. It is reasonable that the City of Stillwater would not want OPH sewer lines to be tied into their systems without some form of metering so costs can be apportioned. This may be able to be achieved through periodic temporary metering by the City, but which will require a consultant contract to do so. Moreover, Stillwater has indicated that they would like the City Council to consider, in exchange for allowing the City to tap into the current sanitary lines, that the City takes over minor maintenance of the Sunnyside Pond. This issue can be discussed later, but please be aware of the request. It is the City's understanding that all costs associated with the installation of this plan would fall under the cap now agreed to between the City and MNDOT, however the City would have long_ - term monitoring costs of about +/- $ 5,000 per year. Summary (413113) & Recommendation to Council Stantec File No: 193801366 Dear Eric: This letter provides as a summary to the meeting held at Oak Park Heights City Hall, on Wednesday, April 3, 2013, with representatives from Oak Park Heights' staff, Stantec, Stillwater, MnDOT, and the Metropolitan Council. The attached Figure 1 illustrates the items discussed as well. Background and Existing Sanitary Sewer Flows Due to the St. Croix River Crossing Project and impacts to the existing sanitary sewer system, flows from the Lookout Trail area neighborhood need to be rerouted. During the 30% and 40% Design the reroute pipe alignments were shown to ultimately connect to the Sunnyside Marina area with the removal of the lift station on Lookout Trail. This is also the ultimate design route shown in the City's Comprehensive Sewer Plan (November 2009). Currently, the existing sanitary sewer flows from the City of Oak Park Heights are directed into the MCES sewage treatment plant via two pipes (one from the south, and one from the north). The south pipe includes Oak Parts Heights and Bayport sewage flows, and the north pipe includes flows from Stillwater and the Sunnyside condostapartments. The flows are determined at the MCES plant as follows: • South Pipe - a meter is located at the MCES plant which measures the total flow from Oak Park Heights and Bayport. There is also a Bayport flow meter located to the south prior to the sewers connecting in Oak Paris Heights. MCES determines Oak Park Heights flow by deducting Bayport flow from the total flow. • North Pipe - a meter is located at the MCES plant which measures the total flow from Stillwater, and also the less significant amount of flow from the Sunnyside condostapartments (Oak Park Heights flow). MCES determines the Stillwater flows by reading the meter and deducting an already agreed upon average flow amount from the Sunnyside condostapartments. Sewer Metering Concerns The primary concern for Stillwater and Oak Park Heights is how the rerouted flows from the Lookout Trail neighborhood would be metered or determined. These are the general items that were discussed at the meeting: • Mark Rolls with Stantec stated the current flows from reroute areas are less than 25,000 gallons per day. • Kyle Calvin with MCES stated the additional flow from the rerouted sewer is such a small amount, that a Penrimmint metering station would not be a .feasible option to measure flow. He stated a typical station for a meter would require approximately 100,000 gallons per day. Page 2 of 2 • Since a permanent metering station is not a feasible option, a pre- determined flow amount needs to be determined and agreed upon by both cities Z the rerouted flows need to be redirected to the south pipe with the other Oak Park Heights flow. • Shawn Sanders with Stillwater had concerns regarding the additional reroute flow amounts and the potential for inflow and infiltration (I & 1). Railroad Pipe Crossing Concerns (Union Pacific) MnDOT has concerns regarding the timely completion of obtaining the required permits and easements for a new utility crossing under the railroad tracks. Any new rerouted alignment will require a crossing under the tracks, except for the long reroute (labeled as 2 on Figure 1) to the north into Stillwater. Sanitary Sewer Reroute Options The three reroute options determined following the meeting discussions are shown on Figure 1 and are as follows: 1. Option 1: This option was from the 30% Design, and is the shortest pipe length option. a. Approximately 570' of New Sewer b. Railroad Crossing Easement & Permit Required c. Rerouted flows to be determined in agreement with Stillwater 2. Option 2: This option is from the 40% Design, and is WDOT's preferred option due to railroad easement concerns. a. Approximately 1540' of New Sewer b. Railroad Crossing Easement & Permit is Not Required according to MnDOT c. Rerouted flows to be determined in agreement with Stillwater 3. Option 3: This option is the most recent and longest option directing flows to the south pipe entering the MCES plant. a. Approximately 2470' of New Sewer b. Railroad Crossing Easement & Permit Required C. No flow agreement is required with Stillwater Recommendation to Council The most feasible option for Oak Park Heights in regards to the cost of future maintenance and location of the sewer is Option 1. This option would require expedited action in obtaining the required railroad permits and easements. This option would also require both city's agreement on flow amounts from the surer reroute.
