Matschina, President Port of Sunn Club, Inc. 6413 St. Croix Trail North Stillwater, MN 55082 RE: Proposed Sunn Marina Dock Chan Permit 79-6220 Dear Mr. Matschina: cr to document our discussion. On As y ou re durin our phone conversation toda I am writin June 111, 1999, y ou and others from the Marina presented me with a proposal to chan the dock confi at Sunn Marina. Basicall the proposal would extend six docks rou 200 feet out further into the river. At the end of each dock a "T"' would be installed with wave attenuators han cr in g beneath. The total number of moorin spaces would be the same as currentl permitted, but several tie-alon spaces would be converted to slips. Then, I explained that it was m opinion that the proposal would constitute expansion of the marina, which re an Environmental Impact Statement ( EIS) and is prohibited b State Rule. As y ou had re I met with representatives of the Attorne General's Office and DNR's Central Office toda to explain y our proposal and to see if m interpretations of the law and rules were correct. The main points resultin from that meetin were as follows: 0 An watervvard ( to the east extension of the current docks would be considered an expansion of the marina and would re an EIS. 0 Even if an EIS were done, it is ver unlikel that the DNR could issue a permit for the proposed expansion. 0 The DNR could approve the addition of the wave attenuators under the existin docks. 4 , )I of th r; 1% 7 Ph ri r%V 11 l g%pri o -vvv-rPnfdock s dpfl*npQ the otpnnt 1. -1-P m nm-ri_na cres t e.
