Call to Order: vice Clair Eder called the meeting to order at 7:03 p.m. Present: Commissioner Krieger; and Commissioner Melin; City Administrator Johnson, Arborist Widin, Public Works Director Kegley, and Comn - iission Liaison McComber. V, e r' 1L 1 ._..._._. n l 4fr i .T� i .s. .n. Rep A, ArAborist: Ar•borist Widin reported that the winter boulevard tree pruning had commenced and was not complete at the time of the meeting. She stated the work she had seen so far; had looked good. Widin reported that quotes for the work at Linear Park were clue the following week. rborist W idin reported tha the City received its "rree City U SA award for 201 It Hurl ed tie 0 "' year the City had received that des 1gnation. W idin reported that there was a question on whether the trees in the area of the Xe l Energy transmission line could be removed and moved rather than cut clown or topped out. She staffed the City received permission from Xc l Energy to mark those trees in q uestion in order to noti crews not to d o any work on those trees. Widin reported that once spring arrived, she and the Public Works Director would review th parts to see which locations would be good for tree planting. She stated she was also updating the boulevard tree inventory. She stated that it was still alright to prune O aks until the temperatures begin rising. She stated it was still cold enough to prevent spread of disease. B . Public Works Director: Public Works Director ctor Ke ley stated that once spring arrived, they would be working on completing the drinking fountain installation and placing park benches. C. Other Commission Liaison Reports City Administrator Johnson reported he attended a meeting with the Calvary Assembly of God Church r ch o r d to discli installation of a trail. from "' Street along the east side of Osgood Avenue up t Holiday Station, He stated the right-of-way was tight, and the City loped to obtain a ten -foot easement from the church. Commissioner Krieger, seconded by Commissioner Melin, moved to accept the Department Page 3 of 16 P arks Commission Minutes March 18, 201 Wage 2 of Commission Liaison Reports. Carried 3-0. V. Visitors Public Comment: None VI. Public Hearings: None VIA. New Business- A . Set Tree City Ceremonial. `rree Plan : Vice C Bair Eder, seconded by Commissioner Melin, moved to hold the annual ceremonial tree planting on May 20, 2013 prior to the scheduled Parks Commission meeting at Autumn Hills P ark. Carri 3 -0 B Consider Communication on Fencin g Abutting Parks: Vice Chair Eder stated the fences at Valley View Park and Swages• Park h ave outlived their lives. He stated th Parks Commission discussed fence replacement pricing in 2012. He stated the Parks Commission was considering replacing those aces with chain fences. City Administrator Johnson had drafted a letter to neighboring residents to infor m them of the Parks Commission's suggestion. 'J "hat letter was in the Parks Commission meeting packet toy that e e ino s meeting, Vice Chair Eder seconded by Commissioner Melin, moved to recommend that the City Administrator bring the correspondence to the next City Council meeting for review by the City Council. Part i the Park Update New Date — Sunda — Se t 8: Vice Chair Eder reported that the art in the Park event was moved to Sunday, September 8 in order to increase attendance and ta ke advantage of cooler temperatures. Commission Liaison l cComber reported that the City Council was scheduled to hold a wor session to discuss the concept for the event. She requested that the Parks Commission provid comments if they had any. 'III. old Business A . Capital Needs Discussion V ice Chair Eder r eported that the Parks Commission held Wor session to discuss capital seeds. He stated that the earls Commission would met again the following month to continue the discussion. Vice Chair Eder, seconded b y Commissioner Melin, moved to recommend to the City Council that the Parks Commission suggested proceeding with construction of up to 50 benches at one or two community build dates to be determined by City staff. Carried -o. Vice Chair Eder, seconded b Commissioner Krieger, moved to review the park shelter/gazebo options at the A pril Parks Commission meeting and requested that staff bring a 1 options to discuss. The event will be held from 1:00 p.m. until 3:00 p .m. on Sunday, September 8, 2013 at Brekke Park. The event will b more informal than in the past and will take on the there of an ice cream social. As in the past, the City plans to invite local restaurants to the event to serge samples and hard out coupons. Also, there will be a jump room for the bids, music, and games.
