SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing -in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the
fmished plumbing inspection. It is the responsibility of the contractor /installer to notify the Minnesota
Department of Health when an installation for a state contract job, licensed facility, or project in an area where
there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the
state plumbing standards representative for your region, or call the metro office inspection hotline at 1 -800 -926-
6216 (7:30 a.m. to 9 a.m.), or 651/215 -0836 (8 a.m. to 9 a.m.) on Monday, Wednesday or Friday.
REQUIREMENT(S):
1. The waste and vent riser diagram appears to indicate vents serving the men's water closet, the grease
interceptor flow control, and a floor drain extending horizontally below the fixture flood level, which is
prohibited by code. The vent connection must be taken off above the centerline of the pipe and must rise
within 45 degrees from the vertical, to a point at least 6 inches above the flood level rim of the fixture being
served, before offsetting horizontally or connecting to a branch vent (see Minnesota Rules, part 4715.2540,
subpart 2).
2. The trench drain must be individually vented. The trap to vent distance must meet the requirements of
Minnesota Rules, part 4715.2620, subpart 4.
3. Grease interceptors should be installed only where required by the local jurisdiction. If a grease interceptor
is 'required by the local jurisdiction, it must be constructed and installed in accordance with Minnesota
Rules, part 4715.1110. The interceptor installation shall be capable of passing the final manometer test. It is
recommended that the sanitizing compartment of the three - compartment sink be individually trapped and
vented, and connected to the sanitary drain system downstream of the grease interceptor.

4. Pot or scullery sinks must be provided with waste outlets not less than 2 inches in diameter (see Minnesota
Rules, part 4715.1390, subpart 1). Each trap and waste pipe serving the three - compartment sink must be at
least 2 inches in size.
5. A full -size vent stack (3 -inch minimum) must be provided for every building (see Minnesota Rules,
part 4715.2520, subpart 1). This stack must be continuous in size from its base to its terminal and should be
the most remote stack from the location where the building drain leaves the building.
6. Full -way valves must be provided at all locations described under Minnesota Rules, part 4715.1800,
including the following locations:
a. At the water service entrance to the building.
b. On the discharge side of the water meter.
c. On the cold water supply line to the water heater.
7. All commercial kitchen sinks, with the exception of mop sinks and hand sinks, shall be provided with 3 A-
inch hot and cold water supply branch lines as a minimum (see Minnesota Rules, part 4715.1730, subpart 2).
8. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill
line of the fixture or equipment, must be provided with an air gap arrangement, approved backflow
preventer or backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and
part 4715.2010. This shall include the glasswasher and the ice maker.
9. The combination fire protection/domestic water service shall comply with the backflow protection
requirements of AWWA -M14, Chapter 6 (1990) with the exception that the following statement is deleted
from section 6.3: "At any time where the fire sprinkler piping is not an acceptable potable water system
material, there shall be a backflow- prevention assembly isolating the fire sprinkler system from the potable
water system."
10. Equipment used for heating water or storing hot water shall be protected by approved safety devices in
accordance with Minnesota Rules, part 4715.2210 and part 4715.2230.
11. The waterline to post -mix -type carbonated beverage machines must have an approved stainless steel
double -check valve backflow preventer with an intermediate atmospheric vent installed preceding the
carbonator. In addition, there should be no copper tubing in the system downline of the backflow preventer
to preclude the possibility of copper poisoning.
12. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is
done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals
shall not exceed one year, and records must be kept. All devices must be tested after initial installation to
assure that debris from the piping installation has not interfered with the functioning of the device. The
devices shall be overhauled at least once every five years. The installation of new backflow preventers must
be at least 12 inches, but not more than 6 feet above the finished floor or ground level.
13. Double wyes may not be used for drainage fittings in the horizontal position (see Minnesota Rules,
part 4715.2420, subpart 3). Proper pipe slope cannot be maintained on both of the offset branches.

14. The 6 -inch sanitary sewer must be pitched at 1/2-inch per foot minimum (see Minnesota Rules, part
4715.2400).
15. All solder and flux used for the potable water distribution systems shall contain less than 0.2 percent lead.
Use of 50 -50 solder or flux containing more than 0.2 percent lead is prohibited in potable water distribution
systems. Any solder other than 95 -5 tin- antimony or 96-4 tin - silver must be specifically approved by the
administrative authority prior to use (see Minnesota Statutes, Section 326.371). Joints to be soldered must
be properly fluxed with noncorrosive paste -type flux complying with ASTM Standard B813 -00.
16. If plastic pipe is used for the drain, waste and vent system:
a. ABS plastic pipe shall comply with ASTM Standard D 2661 or F 628.
b. PVC plastic pipe shall comply with ASTM Standard D 2665, D 2949, F 891.
c. It must be installed in accordance with Minnesota Rules, part 4715.0580(F) and part 4715.0600.
Above -grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length.
Above -grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an
approved expansion joint is used.
d. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to
the pipe and cement (see Minnesota Rules, part 4715.0810, subpart 2).
17. The information received June 30, 2004 indicates all roof drains will discharge above grade. No storm
sewer service connections to the building may be installed until plans have been submitted to and approved
by this office. In no case shall water from roofs be allowed to flow upon the public sidewalk (see Minnesota
Rules, part 4715.2700. Verify that the roof drain outlets will meet this requirement.
18. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820.
19. The water piping system shall be disinfected in accordance with Minnesota Rules, part 4715.2250.
20. A minimum horizontal separation of 10 feet must be maintained between the water service and any sewer,
whenever possible. All underground sections of building drain and building sewer pipe located within
10 feet horizontally of underground water service pipe must be constructed in accordance with Minnesota
Rules, part 4715.1710, subpart 2.
NOTE(S):
1. The scope of this project consists of the construction of a new building. The plumbing installation includes
restrooms, commercial kitchen equipment, and an internal storm drainage system.
2. This facility is served by new municipal water and sewer service connections.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.
