Washington County, Minnesota, Plan No. 041971
OWNERSHIP: Mr. Walt Cressman, 4150 Meadow Parkway, Unit A, Hermantown, Minnesota 55811
SUBMITTER(S): Westbrook Development, Inc., 3040 Woodbury Drive, Woodbury, Minnesota 55125
Commercial Plumbing and Heating Inc., 24428 Greenway Avenue, Forest Lake,
Minnesota 55025
Plans Dated: P L 00 - 6 0 2 3 /
Date Received: June 3, 2004, December 29, 2003
Date Reviewed: June 8, 2004
SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
A set of the identified plans and specifications is being returned to Commercial Plumbing and Heating Inc.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be .
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing -in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor /installer to notify the Minnesota
Department of Health when an installation for a state contract job, licensed facility, or project in an area where
there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the
state plumbing standards representative for your region, or call the metro office inspection hotline at 1- 800 -926-
6216 (7:30 a.m. to 9 a.m.), or 651/215 -0836 (8 a.m. to 9 a.m.) on Monday, Wednesday or Friday.
REQUIREMENT(S):
1. Grease interceptors should be installed only where required by the local jurisdiction. If a grease interceptor
is required by the local jurisdiction, it must be constructed and installed in accordance with Minnesota
Rules, part 4715.1110. The following items must be included in the construction of the grease interceptor:
a. The interceptor must have a grease retention capacity, in pounds of grease, of at least twice the flow -
through rate, in gallons per minute.
b. The interceptor installation shall be capable of passing the final manometer test.
c. It is recommended that the sanitizing compartment of the three - compartment sink be individually
trapped and vented, and connected to the sanitary drain system downstream of the grease interceptor.

2. Pot or scullery sinks must be provided with waste outlets not less than 2 inches in diameter (see Minnesota
Rules, part 4715.1390, subpart 1).
3. The tell -tale floor drain serving the prep sink must be installed on the dedicated prep sink drain branch as
indicated on the floor plan. The waste and vent riser diagram appears to show a different arrangement.
4. Assuming a maximum developed length of pipe of 80 feet and a building water pressure at the meter
between 46 and 60 psi, and using Minnesota Rules, part 4715.3800:
a. The building supply line must be at least 11/4 inches in size up to the branch serving the tempering valve.
b. The continuation of the building supply line must be at least 1 -inch in size up to the branch serving the
ice maker.
5. A cleanout must be provided at or near the base of each stack (see Minnesota Rules, part 4715.1000).
Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size (see Minnesota
Rules, part 4715.1000). A cleanout must be installed where there is an increase in pipe size.
6. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is
done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals
shall not exceed one year, and records must be kept. All devices must be tested after initial installation to
assure that debris from the piping installation has not interfered with the functioning of the device. The
devices shall be overhauled at least once every five years.
7. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill
line of the fixture or equipment, must be provided with an air gap arrangement, approved backflow
preventer or backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and
part 4715.2010. This shall include the ice maker
8. The waterline to post -mix -type carbonated beverage machines must have an approved stainless steel
double -check valve backflow preventer with an intermediate atmospheric vent installed preceding the
carbonator. In addition, there should be no copper tubing in the system downline of the backflow preventer
to preclude the possibility of copper poisoning.
9. The combination fire protection/domestic water service shall comply with the backflow protection
requirements of AWWA -M14, Chapter 6 (1990) with the exception that the following statement is deleted
from section 6.3: "At any time where the fire sprinkler piping is not an acceptable potable water system
material, there shall be a backflow- prevention assembly isolating the fire sprinkler system from the potable
water system."
10. A common vent may be used for two fixtures set on the same floor level but connecting at different levels in
the vertical drain, provided the vertical drain is one pipe diameter larger than the upper fixture drain but in
no case smaller than the lower fixture drain, whichever is the larger (see Minnesota Rules, part 4715.2580,
subpart 2).

11. The PVC plastic pipe material to be used for the building sewer must meet one of the following
ASTM Standards: D3034, F789, D2665, or F891. The installation must comply with ASTM
Standard D2321 (see Minnesota Rules, part 4715.0530). A minimum horizontal separation of 10 feet must
be maintained between the water service and any sewer, whenever possible. All underground sections of
building drain and building sewer pipe located within 10 feet horizontally of underground water service pipe
must be constructed in accordance with Minnesota Rules, part 4715.1710, subpart 2.
12. Materials used for water distribution piping must comply with Minnesota Rules, part 4715.0520. All solder
and flux used for the potable water distribution systems shall contain less than 0.2 percent lead. Use of
50 -50 solder or flux containing more than 0.2 percent lead is prohibited in potable water distribution
systems. Any solder other than 95 -5 tin - antimony or 96-4 tin - silver must be specifically approved by the
administrative authority prior to use (see Minnesota Statutes, Section 326.371). Joints to be soldered must
be properly fluxed with noncorrosive paste -type flux complying with ASTM Standard B813-00.
13. The submitted drawings did not indicate the installation of an internal storm drainage system. No roof
drainage piping may be installed until plans have been submitted to and approved by this office.
NOTE(S):
1. The scope of this project consists of the construction of a new building. The plumbing installation includes
restrooms and commercial kitchen equipment.
2. This facility is served by new municipal water and sewer service connections.
3. A dishwasher will not be installed in this facility.
Authorization for construction in accordance with - the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.
