Johnson, AICP, City Administrator City of Oak Park Heights 14168 Oak Park Boulevard North Oak Park Heights, MN 55082 Re: Current Facilities and Space Needs Analysis Oak Park Heights Professional Services Proposal: Additional Services BA #0707 Mr. Johnson: We are very pleased that the City of Oak Park Heights has selected Buetow and Associates to provide Additional Services to supplement the Space Needs and Facility Use Study that we prepared earlier this year. These Additional Services include the provision of preliminary design drawings that further present concept B and Concept C through the provision of sketch format drawings: site plan, floor plan • and a front building elevation. Buetow and Associates will provide Professional Services within the Project Scope for a Fee of $8,400.00 (Eight thousand four hundred dollars) plus Reimbursable Expenses. Please refer to the attached Appendix A for a description of these Reimbursable Expenses. We look forward to continue to work with the City of Oak Park Heights on this exciting project. Those updated estimates modify what is shown in our Space Use and Facility Needs Study (issued May 17, 2007 /revised June 4, 2007). This is why: (1) The Estimated Project Cost for Option A (Deferred Maintenance) has risen from • $1,750,000 to $1,950,000 That is as as a result of a recent space request received by Public Works for the proposed Public Works Garage Expansion. The Study shows one (1) drive - through bay that would require 1,080 square feet in floor area. Public Works recently requested two (2) drive- through bays that would add an additional 1,080 square feet of floor area to accommodate new and anticipated equipment and vehicles. This request was mentioned at the City Council Work Session of October 9, 2007. (2) The Estimated Project Costs for Option B.2 and Option B.3 each are $6,200,000 as compared to the $5,800,000 estimated for Option B in the aforementioned Study. That is as as a result of the Public Works Garage Expansion request mentioned above as well as the request by the City Council on October 9th for an attached enclosed impounded vehicle area. Because Police vehicle parking is also proposed to be contained within that enclosure, the proposed square footage in the City Hall Building would be reduced. However, additional site work (and costs) would be required for that enclosed impounded vehicle area. (3) The Estimated Project Cost for Option D is $6,500,000 because of additional site costs as well as the requirement for remedial work at the Public Works Garage and Water Treatment area that would remain after the existing City Hall would be demolished. Page 1 of 2 (1.0) We understand that these Additional Professional Services: (1.1) Are the preparation of preliminary design drawings of Option B (Administration/Police Department Replacement) and of Option C (New Building) as described in the Space Needs Study (modified June 4, 2007). (1.2) Are intended for inclusion in information the City will prepare to inform City residents of proposed capital improvements to municipal facilities. (2.0) The scope of these services are described as follows: (2.1) Preparation of Preliminary Drawings (Site Plan, Floor Plan and Building Elevations) each for Option B and Option C. (2.2) These Preliminary Drawings would generally propose site use, individual departmental areas and the building's exterior appearance for each of those two options. (2.3) The process could be as follows: (2.3. 1) Initial discussion with a small committee of City officials and staff to identify the process, overall goals, general intentions, specific desires and aesthetic expectations. (2.3.2) Updating of Site and Floor plans depicted in the Study and preparation of building elevation sketches for presentation to and review by a small committee of City officials and staff for approval. (2.3.3) Modification of those drawings and presentation to that same small committee for approval.
