We are very pleased that the city of Oak Park Heights has selected Buetow and Associates to
prepare a current Facilities and Space Needs Analysis.
Buetow and Associates, Inc. will provide Professional Services within the Project Scope for
Compensation as described below.
The Project Scope, entitled Exhibit A and attached hereto, includes the elements outlined in the
attached excerpt from our Proposal of February 1, 2007 as well as the elements as required in the
City's Request for Proposals, also so attached.
Buetow and Associates will provide Professional Services within that Project Scope for a not -to-
exceed Professional Service Fee of $9,650.00 (Nine thousand six hundred and fifty dollars) this
price includes all Reimbursable Expenses.
We look forward to working with the City of Oak Park Heights on this exciting project. If this
proposal is acceptable, please sign both sets of this Agreement and return one to us. We are
prepared to start work immediately.

1. Project Approach
Statement of Understanding
We understand that the City of Oak Park Heights seeks to evaluate its existing City Hall building located within the
City of Oak Park Heights. That evaluation would include site and building.
Project ARproach
Our design team's collective approach toward achieving a successful project for the City of Oak Park Heights would
involve the following five (5) integrated activities:
Project Work Plan
1. Information Collection Phase: Review of Current Space Uses
-Review of City - provided drawings and tour of existing site and building
-Review of current sites' usage and operations (maneuvering, parking and visibility)
-Review of current operations and space utilizations
-Discussion of departmental functional relationships
•Identification of factors affecting workload (demographics, technology and legislation)
-Review of project - anticipated changes and growth
2. Multiple Options Study Phase: Preparation of Draft Report
(Space Needs, Operational Needs and Master Plan) Each option is 'tested' by
-Existing site study options (1 site -2 options) applying the following criteria:
-Short term and long term needs -long-term floor plan adaptability
-Table of space needs -long-term floor plan flexibility
• Diagram of functional relationships -initial and operating costs
-public service capability - potential for future expansion
-Review of anticipated community changes and growth
-Overview of applicable Zoning Ordinances, Comprehensive Plan & Building Code
-City review, response and approval
3. Selected Option Study Phase: Development of Planning and Design Concept
-Vehicle circulation patterns
-Property use, parking and site development concepts
-Long-term and short-term site and building usage
4. Evaluation Phase: Evaluation of Plannine and Design _ C_onc"t
-Preparation of preliminary floor plan The selected option is 'tested' by
•Identification of project feasibility and construction phasing applying the following criteria:

REQUEST FOR PROPOSALS:
January 25, 2007
I. SUMMARY
The City of Oak Park Heights is seeking proposals from qualified architectural i
engineering firms to perform a `Current Facilities and Space Needs Analysis' fo
Hall Facility that consists of three key areas: 1) Administration Offices / Meetin
2) the Police Department and 3) the Public Works Department, all of which are noused in
a singular building located at 14168 Oak Park Blvd., N.
The Analysis to be completed would consist of a formal report to the City Council that
outlines and critically comments and makes recommendations on the following items:
• • Review and provide commentary on the CURRENT overall City Hall Facility
layout; provide figures, layouts and summary comments on efficiencies,
durability and code compliance, etc. Identify positives and negatives.
• Review the City Hall Facility with council and staff for operational space needs.
• Review the City of Oak Park Heights comprehensive plan for city growth and
recommend specific municipal space requirements. Identify the current building
space needs, in terms of facilities available and floor area, to conduct business
operations and meetings for each area in the City Hall Facility.
• Specifically review and comment on the CURRENT overall City Hall Facility
HVAC and plumbing systems.
• Identify what measures may be taken for the City use its current space more
efficiently.
• What major improvements (e.g., roof, siding, windows, HVAC, basement
moisture, mold protection) will necessary in the next five to ten years, and what
are their likely costs?
• What expansion opportunities are feasible at the current facility? Please provide
some rough `sketch' building layouts and rough cost estimates for these
expansion opportunities.
•
It is anticipated that the firm selected will be required, at a minimum, to make site visits
and conduct interviews will City Elected Officials, City Staff and other City Consultants
to derive a final set of recommendations.
II. SUBMISSION REQUIREMENTS
Please provide the following information as part of your submission:
• A narrative relating to your general approach to this project.
• Company history.
• Examples of work in the past five years in government and in commercial office
space planning or analysis.
• Resumes, including responsibilities, background, and relevant experience of key
personnel that will be working directly on this project.
• The names of three to five individuals that can be contacted as references
concerning the professional capabilities and resources of your firm.
• Any additional information or materials that you believe communicate the
capabilities of your firm to perform on this project.
• Your firm must be able to effectively respond to all requested information.
III. FEES & TIMELINES
Please submit the fee for your services on this project. The City requires that a
maximum fee for the service be provided in the response to this RFP, but will
additionally consider alternative fee structures.
Please submit your proposed timeline for these services. The City requires that all
final reports shall be presented to the City at the above address not later than calendar 60
days from the formal acceptance, via written notice, and approval of a proposal.
Completion in less than 60 days is preferable. Payment will be made to the selected firm
upon satisfactory completion of the Analysis.
IV. SUBMISSION TIMEFRAME AND PROCESS
A. Submission Deadline and Requirements
Please send six original spiral bound and one unbound copies of your response to
this Request for Proposal. These are to be received at the offices of the City of
Oak Park Heights not later than 4:00 pm, Feb 2nd, 2007. Proposals should be

B. Selection Process
Following the review of the received Request for Proposals by the City, firms
may be contacted for additional information or to participate in an interview
process.
General Evaluation Criteria:
• A demonstrated understanding of the requirements of this project.
• Project approach and schedule.
• Qualifications and expertise of the key personnel assigned to the project and
their proven ability to efficiently complete similar projects.
• Experience of the firm and project team, directly relating to this project.
• Comment and opinions of references.
• Firm possesses resources required to complete this project.
• Clarity, consciousness and organization of the proposal.
• Cost of the proposal.
DISCLAIMER: This request for proposals is only a solicitation for information. The
City is not obligated to enter into a contract nor is it responsible for any costs
associated with thepreparation ofproposals and interviews. Proposals received after
the deadline may be disqualified from consideration. The City reserves the right to
reject any and all proposals and to interview firms, which in the City's judgment, will
best meet City needs.

The City did adequately receive appropriate responses from each of your firms as part of our continuing
selection process for the above Project. The City does feel that each of your firms could adequately perform
on the project and that following the review of the submitted documentation coming to a decision was not
easy.
Ultimately, the City Council selected to work with Buetow & Associates based on submitted costs and
comparable work endeavors.

Each member of our Project Team is very interested in serving the City of Oak Park Heights on behalf of
this proposed project. To that end, we are responding to your Request for Proposal with Seven (7) sets of

(1) Buetow and Associates is the "right size" Architectural, Space Needs and Facility Planning Firm for
this project. We, as experienced professionals of Buetow and Associates, would lead and execute this

Space Needs and Planning Studies. Recent such clients include the Minnesota cities of Anoka,

Department (Shoreview) and the Centennial Lakes Police Department (Circle Pines, Centerville and

(4) The firm of Buetow and Associates serves public clients throughout Minnesota. Currently, we are
working for the cities of Bemidji, Brooklyn Park, Champlin, Columbia Heights, New Prague, North
Branch, Pine City and South St. Paul.

.A A C H I T E C T S
' he City Council of Champlin, encouraged by significant pop-
ulation growth and supported by increasing service needs,
retained the Master Planning and Architectural Services of
Buetow and Associates.
Buetow and Associates prepared a Needs Analysis Study and
' recommendations for facility improvements that were incorpo-
rated into a Site Master Plan. The Master Plan envisioned a
60,000 square foot program for Police, City Hall, Fire, Parks
and Recreation and the Public Works Department.
The Master Plan, proposes a 60,000 square foot Addition that
is planned to be implemented in several Phases, the first of
' which includes a new 26,000 square foot Police Department
facility that will house 45 staff members. It will include spaces
for investigations, intake, a detention area, reception, clerical,
administration, interviews, conferences, training, evidence, fit-
' ness, lockers, records storage, armory, property and an
Emergency Operations Center. Also, a 20 vehicle
Underground Parking Garage is planned.

A R C H I 7 E C T S
The New Prague City Council retained the architectural
firm of Buetow and Associates to develop and study
various options, each of which would be oriented toward
the long term improvement the New Prague municipal
facilities including it's City Hall, Public Works
Maintenance Building and the Armory Building.
The primary objectives of this study were as follows:
To acquire current information regarding governmental
' operations, site usage, uses of interior spaces and physi-
cal condition of the City Hall, Public Works Maintenance
Building and the Armory Building.
'To review the outcome of a "deferred maintenance only"
approach.
' To examine alternative space use concepts and probable
facility improvement programs.
To present conceptual options that would address space
' use, facility infrastructure and building condition issues.
To develop an individual project budget for each of the
several conceptual options.
' The following recommendations (among others) were
presented as several options:
A new two -story 32,000 square foot City Hall, Senior
Center and Police Department Facility to replace the
' existing City Hall.
A new two -story 24,000 square foot City Hall, Senior
Center and Police Department Facility that would incor-
porate the existing City Hall Building.

SPACE NEEDS AND FACILITIES STUDY
South St. Paul, Minnesota
South St. Paul's City Council members sought to improve customer service as well as the public image of their city's 40,000
square foot fifty year old City Hall and Police Department Building. Buetow and Associates was engaged to review and to evalu-
ate departmental operations, space usage and facility conditions and to recommend actions and improvements viable through the
year 2015.
' The department most in need of additional space, a functional floor plan and attention to facility security was the Police
Department. Solutions were presented that promised: to more than double the Police Department's floor area, to improve and
make more efficient its daily operations and to install facility-wide security system protocols.
Advocated in this Study were recommendations that would: improve public service, increase floor space, consolidate common
departmental functions, eliminate water leakage, update interior finishes, enhance life safety, improve security, comply with the
State Building Code and that would extend the overall life of the City Hall and Police Department Building.
Six (6) planning and design concepts were prepared that specifically addressed the issues uncovered by the Study and that rec-
mended solutions to the problems that arose from those issues. The City Council enthusiastically approved the Study's results.

floor area configuration and amount of floor area required by each respective department.
' Individual Departments that were analyzed include: Administration, Communications, Human Resources, Finance,
Intergovernmental Relations, Technical Services, Building Services, Member Services and all operating components of the League

sought to'resolve issues of location and space that affect-
ed the existing City Hall. Buetow and Associates was
retained to prepare a Facility Space Study and Building
Evaluation Report. Options studied focused upon both a
new freestanding facility and upon an available two -story
downtown bank building. The Report stressed the need
for the City Hall to be: well- organized, properly sized,
planned to allow for growth and designed to foster com-
munity
identity.
The bank building was purchased to serve as the new
North Branch City Hall and Buetow and Associates was
asked to redesign that new facility for that purpose.
Plans were developed that provided for a new addition
(main entrance, lobby and council chambers) as well as
for the remodeling of the existing facility (accessibility
modifications and mechanical and electrical upgrades).

This addition and revitalization of the existing Oakdale Public Works Building
includes new entry areas, reception areas, new offices, lunchroom, garage facil-
ities, locker rooms, wash bay, wood shop, tool crib and remodeled offices. The
work consists of 4,800 square feet of new office space and approximately 4,000
square feet of remodeled space.
The design of the new entry invokes a snow plow raised above as shelter.
Clerestory lighting allows light to pass through the snow plow entry light scoop
and to illuminate the expanded lunch room. Skylights are incorporated in the
new garage area for daylighting.
This project utilizes a recycled steel structural system, recycling of waste mate-
rials, provides daylight spaces, minimizes the impact on adjacent natural spaces,
utilizes a mechanical system 20% more efficient than the state code requires
and the project saves the cost and impact of not reusing an existing facility.
This project is a participant in the City of Oakdale's "Generation Green" sus-
tainable architectural design program, and is the recipient of a MnGREAT!
Award from the Minnesota Office of Environmental Assistance.

' Buetow and Associates provided preliminary site, space
and building design studies prior to initiating the design for
the exterior and interior remodeling of this 12,100 square
' foot City Hall and its 7,600 square foot Community Center
Addition.
This design project consists of building infrastructure
upgrades (for purposes of extending its life and to provide

Fire Department improvements include a new
meeting /training room, new life safety systems, exterior
finish replacement and security enhancements.
' This project also features a new Community Center
Addition that was designed to closely match the appear-
ance of the original City Hall. This new building contains
' meeting rooms and a kitchen on the main level plus storage
areas on the lower level.
The Community Center is intended for use by the City's
' residents and, especially, by local senior citizens.

7. Professional Service Fee
The Project Scope of services is outlined in The City of Oak Park Heights's Request For Proposals of January 25, 2007.
Buetow and Associates, Inc. will provide Professional Services within the Project Scope for a not -to- exceed Professional
Service Fee of $9,650.00 (Nine thousand six hundred fifty dollars) plus Reimbursable Expenses at the rates listed below.

to derive a final set of recommendations.
H. SUBMISSION REQUIREMENTS
Please provide the following information as part of your submission:

• Examples of work in the past five years in government and in commercial office
space planning or analysis.

• Any additional information or materials that you believe communicate the

III. FEES & TIMELINES
Please submit the fee for your services on this project. The City requires that a
maximum fee for the service be provided in the response to this RFP, but will
• additionally consider alternative fee structures.
Please submit your proposed timeline for these services. The City requires that all
final reports shall be presented to the City at the above address not later than calendar 60
days from the formal acceptance, via written notice, and approval of a proposal.
Completion in less than 60 days is preferable. Payment will be made to the selected firm
upon satisfactory completion of the Analysis.
