Box 2007 Oak Park Hei MN 55082-2007 Re: Oak Townhomes Hom4Me (formerl Renton Homes) Revised Concept Development Plan Review BRA File No. 55-03-000 Dear Eric: 3� We have reviewed the revised concept development plans and draina calculations for the proposed Oak Townhomes (formerl Renton Homes) development adjacent to Oak Avenue as submitted b Emmons & Olivier Resources and have the followin comments/recommendations: Prelimin y -Plat. 1. The existin draina & utilit easement did not ade cover the existin sanitar sewer and water main runnin throu this parcel. The preliminar plat has redefined this draina & utilit easement to rectif this issue. Site La Location 2. The development proposes a sin drivewa to Oak Avenue North for access. The townhomes are bein oriented so that an openin to the south for drivewa access to a future 5 9th Street North can be accommodated. MnDOT has indicated (in an 1115102 letter) that their ri ends immediatel south of 60 Street North and the do not have jurisdiction adjacent to this parcel. As such, a MnDOT access permit is not re 3. The count parcel map attached to the plans indicates Oak Avenue consists minimall of (an old) 66' wide easement, with additionall MnDOT ri near the intersection of Hw 36 to account for the curvature in the street. It appears the east propert line of this proposed development coincides with the old centerline of Oak Avenue. An of this development's proposed improvements that fall within the existin roadwa easement ( easterl y sidewalk, foot brid culvert and rip rap, etc.) should meet Cit standards for public roadwa easements. The latest site plan on file indicates the proposed trash enclosures and A.C. condenser units fail within the utility easement that encompasses the existing water main and sanitary sewer runiiing through the site. They need to be pulled back out of this easement, or verbiage included in the developer's agreement that should repair or replacement of the existing public sanitary sewer and/or water main ever be necessary, any costs associated with the removal /replacement of the trash enclosures and A.C. condenser units will be the responsibility of the homeowner(s) or association. This also applies to the parking lot, or any other site improvements proposed within this easement, or the Oakgreen Avenue North roadway easement. GradM /Drainage: 5. The most recent grading plan we have on file was last revised on 8123102. At that time, the development proposed to drain storm water runoff overland approximately half to the east and half to the west. To the east, a "free -form" stone flume with riprap will discharge to the existing ditch along the west side of Oakgreen Avenue. To the west, storm water runoff was proposed to drain northerly overland (along the east side of the Pondview Condo driveway) to an existing storm sewer catch basin off this site. Through discussion with the developer's engineer, Mitch Johnson of EOR, the latest proposed site grading would take the majority of storm water runoff to the east. This would help alleviate increased runoff across the P ondvi ew property and be accomplished by filling in the west side of the site up to 3' or 4'. 6. Storm water runoff from this site is ultimately tributary to an existing downstream pond adjacent to 60 Street N. (Hwy. 36 frontage road) . This pond is part of the City's trunk storm water system (Pond 21 in the Annexation Area Surface Water Management Plan dated 12123195). It outlets under Hwy. 36 via a 24" MnDOT culvert to the pond on the north side of the highway, and ultimately to Lily Lake in Stillwater. It currently serves the seven or eight properties in the vicinity, but will be connected to a more regional system once the Oakgreen Village area is developed. FOR has submitted drainage calculations for this site. The drainage calculations are acceptable as submitted. The existing downstream pond (Pond 21) is capable of handling post - development flow from this site. 7. The site plan and drainage calculations should be submitted to the Middle St. Croix Watershed Management organization (MSCWMO) for their review. It is our understanding that Stillwater has water quality issues in Lily Lake. Since storm water runoff from this site is ultimately tributary to Lily Lake, we reviewed the water quality data for this pond. Existing Pond 21 has proposed outflow phosphorous levels below the City of OPH's criteria of 200 parts per billion, under fully developed conditions. We will wait for the MSCWMO's review of this site to see if they have any additional water quality issues. S anitary Sewer and Water Main: 8. Sanitary sewer and water mains exist through the center of this site. This development proposes to connect each unit directly to these mains with individual sewer and water services. Since the existing sewer will be exposed in numerous places, the developer has agreed with our recommendations of replacing the existing vitrified clay sewer pipe (VCP) with polyvinyl chloride (PVC) pipe between existing manholes on the east and west ends of the property. 9. The utilit plans also include a sanitar sewer line from existin MH-2 (west side of Oak Ave. N.) to the south propert line of the site, as we re This will function as a future mainline to the Oak Villa development. The plan and profile sheet for this reach should show the existin and proposed profile over the pipe. 10. Both existin manholes will re adjustin to match proposed g rades. In addition, existin MH-2 should have a water-ti castin installed since it is located partiall in the westerl ditch of Oak Ave. N. 11.
