(3) Please refer to the attached list of recommended Bid Alternates. (4) Please also refer to the attached Green Initiatives List. (5) Our revised Estimate of Construction Cost for the Site, Building, Geothermal System and Demolition of the • existing City Hall is $5,370,000 (That number includes the cost of $300,000 for the Geothermal installation but no professional fees). Note that an estimated cost of $330,000 for the Geothermal System and directly related site work has now been added to the Estimate of Construction Cost issued at the end of the Construction Documents Phase on December 5, 2008. (6) Note also that, in addition to the foregoing, there are "soft costs" which include City - provided items such as: Furniture, Workstations, Telephone System, Computer Equipment (hardware and software), Abatement Costs, Moving Costs, Professional Consultant Fees (including Surveyor, Geotechnical, Abatement, Engineering and Architectural). We hereby. request approval to proceed into the Bidding Phase which would start February 27.2009. Please note that General Contractor Bids are currently scheduled to be received at the City Hall at 2:00 PM CST on March 31, 2009. It is intended for that event to be followed with a review of the bids received that day and a subsequent selection by the City of a Low Responsible Bidder in early April of 2009. Do not provide window blinds at entrances, clearstory windows within the Rotunda nor within the Council Chambers. Provide full width and height of openings including at doors. The largest width of any window blind shall be 48 ". • Base Bid: No Window Blinds at those locations. Alternate Number Two: Marker Boards and Tack Boards • • Provide (fiunish and install) Marker Boards and Tack Boards within interior rooms and spaces. • Base Bid: No Marker Boards and Tack Boards at those locations. Alternate Number Four: Flagpole and Ground Light Fixture • Provide (furnish and install) flagpole, its concrete foundation and ground- mounted light fixture including all electrical work and underground conduits. • Base Bid: No Flagpole at that location. Provide underground electrical conduits to that flagpole location. Alternate Number Five: Lockers in Police Locker Rooms • Provide (furnish and install) specified Lockers in Men's and Women's Locker Rooms. • Base Bid: No Lockers at those locations. Provide concrete base and electrical work at those locations. Alternate Number Six: Fluorocarbon Color Onto Exterior Aluminum Products: Entrance Frames, Window Frames, Louvers and Sunshades. • Provide (furnish and install) Fluorocarbon Coating Colors onto each Exterior Aluminum Product: Entrance Frames, Window Frames, Louvers and Sunshades. The exterior color of the cladding, insulating glass and brake metal corner closures shall be fluorocarbon finished to match the anodized aluminum finish specified for the building entrances. Provide certified engineering design to achieve code - compliant structural compliance and wind resistant compliance. Windows shall be fabricated and constructed utilizing FSC Certified wood products as both structural and finish elements. - Base Bid: Thermally Broken aluminum and glass windows at each designated location including wood jamb and head surrounds within each designated location. Box 2007 Oak Park Heights, MN 55082 -2007 Re: City Hall Site Plan Submittal Bonestroo File No.: 55 /gen Dear Eric: We have review the plans dated January 27, 2009 from Buetow & Associates. The plans have addressed the previous comments. Following are additional comments and /or recommendations • based on these updated plans. DRAWING A1.0 1. As discussed in an e-mail on December 9, 2008, a larger diameter, colored drive -over area is recommended at both circular driveway islands. This area will help channel traffic, and eliminate the need for the bollards (if desired), as well as provide additional aesthetic enhancements. Directional signage should be placed in the island. (The attached drawing shows the recommended drive over area.) DRAWING C2 1. Detail 2/C2 is for Light Duty Bituminous Pavement Section and the callouts are shown at pathways and for the north end of the south parking lot. Typically for bituminous pathways the section is as follows: 2" Bituminous Pavement (LVWE45030B) 6" Aggregate Base, Class 5, 100% crushed 12" Granular Borrow (as Directed by Engineer), i.e. if needed 2. The radii and junctions on all pathways shall be sufficient for the snow plowing equipment owned by the City. Verify this information with the Director of Public Works. 3. On the south parking lot, northwest corner, a car does not have room to turn around if the lot is full. This would result in cars backing up to exit the area. Detailed design drawings and calculations for the retaining walls shall be submitted to the City for review and approval prior to construction. DRAWING C4 1. The silt fence on the northeast corner of the pond should be extended to wrap around the excavation for the outlet pipe. 2. Verify that the North American Green DS 150 - fabric will prevent erosion if water overtops the curb cut at the trench drain location to wetland C. DRAWING C5 1. The existing 8" water main, located directly south of the proposed building, may be in conflict with the storm sewer crossings. Verify that there are no pipe conflicts. 2. The plans show an 8" PVC culvert under the sidewalk from the southwest corner of the building to the bio- retention area. To minimize debris entering the pipe it is recommended a screen is placed over both ends of the pipe. • GENERAL COMMENTS 1. We understand there is a potential for changes with the storm water system and the sanitary sewer. Once these changes are finalized they should be re- submitted for rY 9 Y review. Also, we have enlisted the professional assistance of our consulting structural, mechanical and electrical • engineers for advice regard structural, mechanical and electrical systems for the new and existing buildings. (2) Watershed District: Documents are being completed to accompany a formal application for consideration at the January 8, 2009 meeting of the Middle St. Croix Watershed Management Organization. (3) Planning and Zoning Approval: Documents are being completed to accompany a formal application for consideration at the January 8, 2009 meeting of the Planning Commission. (4) We have met several times with the City's Design Committee to review the developing design and have received comments to which we have responded and have received various approvals. (5) Our Estimate of Construction Cost for the Site and Building is $5,050,000 plus "soft costs" of $950,000. Thus, the total estimate of Project Costs is $6,000,000. We hereby, request approval to proceed into the Construction Documents Phase. We expect completion of the Construction Documents Phase at the end of January, 2009.
