I have been selected to attend a training conference for Crisis Management in an all hazard event. The
conference is sponsored by the NLC and funding provided by the US Dept. of Homeland Security. All
fees associated with the conference will be paid by the grant. The cost to the city will be my time
away from the city.
The conference is scheduled for Sat. 03 -14 and Sun. 03 -15 -2009 in Washington DC. I will fly out in
the AM on 03 -14 and return after the conference ends on 03-15-09 in the evening. /

The conference is intended to provide information on evaluating the impact of a hazard on our
community, responding to the hazard, and identifying available resources to call on during and after an
event. Being designated by the city as the emergency manager this conference appears to be of value

PROGRAM HISTORY
The National League of Cities (NLC) in cooperation with the International City/County Management
Association (ICMA) will be conducting an emergency training program "Crisis Leadership for Local Officials"
funded by the Department of Homeland Security (DHS). The program is intended to educate local leaders
about their role in emergency management and support the National Preparedness Goal of meeting specific
national priorities of expanded regional collaboration, strengthening information sharing and collaboration,
and inter - operability communications. This training program was developed after hearing from state and local
leaders about the challenges faced during various disasters such as Hurricanes Rita and Katrina. Among
those challenges identified was a lack of clarification and understanding of the appropriate roles for top
officials as well as the challenges related to resources, staffing, communication and leadership in long -term
recovery efforts.
ABOUT THE PROGRAM
The training program is primarily for elected and appointed municipal officials. Here are ten basic questions
that will help determine if this course is for you:
1. As a senior municipal official are you prepared for your community's emergency /crisis?
2. Do you know how to recover after an emergency /crisis?
3. Do you know when to declare an emergency?
4. Do you know how to recoup funds after an emergency /crisis?
5. Do you get stuck with the bill after an emergency /crisis?
6. Do you know your legal obligations?
7. Do you know how the Small Business Administration (SBA) can play a role in recovery?
8. Do you know the role of FEMA?
9. Do you know your role during /after an emergency /crisis?
10. Do you know how to prepare a Hazards, Risks & Vulnerability Analysis?
If you answered NO to any of the above questions, this training course is for you. NLC is offering this two day
training program across the nation for local and appointed officials focusing on three critical areas in
emergency management: 1) local - regional -state coordination, communication and information sharing; 2)
identifying and understanding key roles and responsibilities for local officials; and 3) technical assistance for
emergency plans and agreements.
The training will effectively address the four missions of emergency management: prevention, protection,
response and recovery. The course will help improve intra and intergovernmental coordination,
communication and mutual /automatic aid during and after a disaster. The course will curriculum will cover:

* Roles and Responsibility
* Leadership and Teams
* Resources
* Funding
* Recovery
Pre - requisite: You must have taken the IS -100, IS -700, IS -800 and be familiar with your local Emergency

be arriving in DC until the morning of March 14th and then will be leaving after the

Thank you for all your time in putting this together. It was a very successful program from
those I spoke with and from my experience.
I have attached a .pdf file of my receipts for reimbursement.
The overall picture presented was something that is very useful. As our Emergency Manager I
was sent to feel out the program for our council and, I am recommending this program be
attended by our Council in the future, at a minimum the current and any future Mayor. I
understand the plan is to take it on the road in the future to make it more accessible to
local leaders, possibly at the state level League of Cities conferences would be a good
location and time.
