Campbell Lot 201 Tucson, AZ 85706 RE: Plumber's Charges Dear Mrs. Stinson: I have contacted Mr. Gardner, who works for Bliss Plumbing. Mr. Gardner is the gentleman who serviced your residence. He advised me that he did, in fact, do some work to your toilet. I felt that it was the problem with your water usage. Since he has repaired the toilet, your water usage is back to normal. Also, with respect to his replacing the broken valve at your residence. It is because your home did not have heat and that your line was probably not drained properly that the valve broke; thus, the City is not responsible. Because the toilet needing repair caused your increased water usage and because the valve needing replacement was not due to circumstances created by the City, the City of Oak Park Heights is not liable to pay the plumbing charges incurred for these services rendered you by Bliss Plumbing. There were none found. The water meter was installed the wrong way and water from the street was coming through it. -41--. ` _ _ u ...4..„ A�.. '.c..`-�- `_` - ..�._.) it..1 -- ) - • /1 October 20, 1993 Honorable Council: Back in July 1993, after water meter reading time, we discovered that Mrs. Stinson's water usage was considerably higher. I went to her residence and watched the meter for awhile. I noticed the flow indicator moving slowly, which indicates water passing through the meter and going somewhere and told her she might consider having a plumber come in to find the leak. She had called Bliss Plumbing, who came out and told her they could not find a leak. She was convinced that something was wrong with the meter and she called me back and told me Bliss Plumbing did not find a leak and she made some comment about maybe the meter was broken. I told her I would come over with another meter to show her there was nothing wrong with the water meter. I installed the new meter and showed her the flow indicator was still moving showing water was going somewhere. She then pointed out water on the floor and on the water pipes. I told her it was condensation and had Rollie open the window to get some air in the basement and told her she might want to get some wrap for the pipes. Condensation was cleared up next time we stopped there. I also told her that I could put in ten different meters and they would all indicate water passing through, that the meter doesn't lie. I told her that most of the time (90 %) it would be a toilet running or a drippy faucet causing the problem, which she said she didn't have. She apparently had Bliss come out again. She then called me again, saying something was wrong with the meter, that Bliss said they could not find a leak. I told her I would come over and put a new water meter in. When I got there, she mentioned the curb box in her driveway was leaking water and thought that was the cause. I told her no, that had nothing to do with water going through the meter. I then changed the meter for the third time. We fixed the curb box and moved it out of the driveway because it had been driven over several times and that was causing the leaking. Now her usage seems to be back down and I don't know if Bliss actually found something or not, or if she had someone fix the toilet or whatever. Sincerely, Jeff Kellogg
