RIVER STATES C.U.P. AMENDMENT OUTSIDE RV. PARKING: Mr. Stockstead
explained his proposal for approximately 1.8 acres of outside ( bituminous surface )
recreational vehicle parking area on the west end of Lots 8, 9, and 10 in conjunction with
his planned self-storage buildings. Mr. Stockstead stated that he sees no reason for
additional screening or an on-site hol • pond. Supervisor Nichols asked why evergreens
weren't planned instead of ash trees ? r. Stockstead replied that he sees no need to
screen from Buberl Landscaping to the north. Supervisor Nichols expressed his desire to
see screening along the south property line and Mr. Stockstead reminded the board that
his site is not visible from Highway 36. Motion by Nichols to approve the amendment if
four to five foot evergreens are planted ten feet apart along the south property boundary
for screening. Motion by Shusterich to amend the motion to add provisions not allowing
any recreational vehicle over fourteen feet high to be stored on the site, and all vehicle
holding tanks must be drained /flushed, in reasonable condition, and inspected as a

provision of the lease agreement with clients. Motion seconded and the vote all in favor.
SPRINT C.U.P. REQUEST FOR 150' MONOPOLE TOWER INSTALLA11ON: Motion
by Hansen, seconded by Shusterich, to accept the Planning Commission's recommend -
ation to table the request until additional information is submitted at the November 4th
meeting. Motion carried. Supervisor Nichols asked how SBA will pursue co- location
possibilities and Ms. Solberg replied that co- location on the nearby transmission lines is
not a workable height and at this time, they have not communicated with • owners of the
tower near Baytown's east side to see if there is capacity /permission available. Ms.
Solberg expressed concern as to how SBA would prove that they've tried co- location
options.
Supervisor Fredkove indicated that he feels he would not care to view it near his home
and Supervisor Nichols stated that people get used to things after awhile. Citizen Fred
Heck mentioned that reactors devalue land near these towers and mentioned the land in
Bayview Heights near the transmission line towers. Resident Linda Ashworth asked for
facts from SBA proving that land values are not impacted in a negative way. Resident
Greg Clark stated that the top of the tower will only be thirty feet or so above the
nearby transmission lines.
Clerk St. Claire asked if the West Lakeland site is in addition to, or another nearby
option for SBA and was told that it is another planned site for their tower network.
Fred Heck asked if the tower had to be lighted and had to be that height. Ms. Solberg
said it may be required , by the FAA and if the tower has to be shortened, the
installation is not worth it.
Attorney Magnuson stated that a co-location requirement is not an unreasonable request.
He will review the east tower permit originally granted by Baytown years ago fort the
next meeting. SBA reminded the board that the existing eastern tower already has
several antennas and cellular users on it and may not be an option.
Mr. Ashworth, Oakgreen Avenue, stated that someone will profit from this installation at
the expense of others, and he does not have to accept Supervisor Nichols viewpoint
that he'll get used to it *. Baytown needs clearer guidelines before allowing this tower
in. Area land owner, Russ Wolf, echoed this sentiment.
RELEASE OF DEVELOPER'S ROAD ESCROW ONE YEAR WARRANTY:
Motion by Hansen, seconded by Nichols, to accept the TKDA Engineer's letter releasing
the various road escrow amounts ( cash, bonds, and letters of credit) covering the
required one year work warranty for Blackwood - Fourth, Baytown Woods - Second and
Third, Kern Center - Second Addition, Bayview Heights, and Weber-Kidd Addition. Ail in
favor.
C.U.P. REVIEWS ON-SITE: Supervisors divvied up the conditional use permits in place
and will conduct reviews this month and report next meeting.
SUPERVISOR REPORTS: Supervisor Nichols is still exploring information on costs to
upgrade 5Cth Street North with Lake Elmo. Lake Elmo will be placing gravel on the road.
Supervisor Nichols reported that he is hoping to include about four hundred feet of
Odegard Avenue in the Co. 14 overlay project along with a short stretch of Northbrook
and a section of Osgood south of Ohnda Boulevard. He'll report in November.
DISSOLUTION OF BROWN'S CREEK WATERSHED MG MT. ORGANIZATION:
Read Baytown resolution authorizing dissolution of Brown's Creek WMO. Motion by
Hansen, seconded by Shusterich, to forward the resolution to member communities and
