We have examined the impact of the proposed parking lot on storm water runoff from the site per your request. We find the paving would likely increase the quantity and rate of runoff leaving the site. We have designed a pond to help mitigate the anticipated increase. A drawing illustrating the proposed parking lot, pond and associated grading is attached. Calculations supporting the design are also included. It is our understanding the parking lot is intended to be a temporary facility. We further understand that the trees are desired to remain, runoff from the site discharges to a landlocked basin located easterly of the northerly end of the site, the parking lot site is currently covered with tall grass, and the soil is sandy. We designed the parking lot grades to generally follow the existing topography. The southerly 30% of the lot will drain to the existing parking lot. We anticipate additional flows will be negligible. The remainder of the lot will discharge to the east in similar fashion to the existing runoff. Only the northerly portion of the lot will be ponded. Due to the temporary nature of the lot and the relatively small area, we only examined the pre and post runoff condition for a 10-year storm. The pond contains all runoff from this or smaller storms with no discharge. The pond would also significantly reduce the volume and rate of runoff for larger storms. However, we did not model larger storms. A culvert is shown with the inlet above the 10-year high water level. This inlet would only operate for storms larger than the design storm, serving as an emergency overflow. In addition to controlling the volume and rate of runoff, this pond will offer water quality benefits comparable to the undeveloped condition. Most runoff is evaporated or infiltrated, leaving sediments and pollutants in the pond. The pond would function as a "wet" pond for very large storms, again promoting sediment removal. Please note we did not perform calculations to balance the excavation and fill quantities. The grading plan generally indicates cuts in the southerly portion of the lot and fills in the northerly. The balance will depend on the amount of topsoil present, the pavement section, and shrinkage. We recommend using the stropped topsoils in the berm forming the easterly side of the pond.
