Ki Hartung,, City Administrator City of Bayport 294 North Third Street Bayport, MN 55003 RE: proposed Routson Parking Dot Expansion prof ect — City of Oak Park Hei Dear Kam; Our office has received and reviewed the con.etniction plans, dated August 23 and revised September 28, 2001, for the proposed Routson parking Lot expansion project The project site is located at the existing Routson Motors, in Section 33, 'town. 10 North., kt ange 20 West, City of Oak Park Heights. This project involves creating new parking lot and stormwater ponding facilities on existing Routson property. As part of our review' we visited the site and discussed the plans with project representative, Rich Revering of Ulteig Engine Inc. The Washington SWC.D has no direct regulatory authority over this project and our review is being made on behalf of the Middle St. Croix Watershed Management Organization. Based upon the site conditions observed and the proposed plans we would offer the following comments: 1) Stamlwater Management The project proposes to create approximately one acre of n xr paridog lot (impious surface) from existing vacant land (pervious surface). Water quantity and quality pondi ng is currently proposed along the eastern edge of this site. It i o understanding the Cit y of :Bayport to have the requirements recommended by Mr, Dome met by this project. Enclosed you s un osad ou will find sary table listing data used and results calculated for runoff from a 2, 10, and 1.00 Y ear storm from the existing and proposed site. This data applies to the nosy 2240 feet of the expansion, F x this axe % b will be no runoff for any design storm. All Doff is con ined in the parking pond and will be r les cd into the soil by infiltration or released to the atmosphere by evaporation we recommend. the outlet culvert shown on the plans be deleted, This mum= was intended as a safe ovediow device, Our calculation of water levels for the 100-year storm with to outlet indicates it is not necessary. deletion of the culvert would eliminate the need for a skimming device. The only time floatablc nutrial might leavc the pond would be dung a runoff went far exceeding that of the maximum design storm The r e sou#heri 100 feet of the tiew lot drains to the exiting lam. The drainage area is approximately 1/3 of an acre. 'Fora 100 -year storm the increase in punt ff would be leu than 2 els, The ire would be less than 1.5 cf& for a 10-year storm, This lnc.ret.sc is minor relative to the ruff from the existing lot.. Due to grading eonstreints and the prior exceed incret ee the pond dtign does not inclucit runoff from this are.. A p and could be introducsed for this area, however it would likely mean hauling mess soil off the site OT raising grades on the proposed lot. Our examination of the tiurvty indioatas raising glides would push slopes closer to, or possibly into, the tree Tine. The proposed parking lot with s pond as shown allows no riff h the northestcsly direction for stogy above and beyond the 100-year design storm. Pot this same stbrit. the expected peak runoff of 6 cfs i reduced to 2 cfs and is only allowed onto the existing lot. For most storms the increasc on the existing lot would be rog1igibte. We believe the design pond provide& A rcu ouable means of rate control atxd water polity control for the new parking area The design has the added bench of promoting infiltration and evn rLtion, essentially mimicking existing runoff conditions, We are available to discuss this design with you or review authorities.
