MINNESOTA ' ECEIV SOIL AND WATER CONSERVATION DISTRICTS October 30, 2001 Mr. Ken Hartun Cit Administrator Cit of Ba 294 North Third Street Ba MN 55003 RE: Proposed Routson Parkin Lot Expansion project Dear Ken: FAXED AND MAILED FAX # 439-7188 Cit of Oak Park Hei Our office has received and reviewed the construction plans, dated Au 23 and revised September 28, 2001 for the proposed Routson Parkin Lot expansion pro The pro site is located at the existin Routson Motors in Section 33 Town 30 North Ran 20 West Cit of Oak Park Hei This project involves 01 creatin new parkin lot and stormwater pondin facilities on existin Routson propert As part of our review we visited the site and discussed the plans with project representative, Rich Reverin of Ultei En Inc. The Washin SWCD has no direct re authorit over this pro and our review is beincr made on Z:) behalf of the Middle St. Croix Watershed Mana Or Based upon the site conditions observed and the proposed plans we would offer the followin comments: 1) Stormwater Mana The project proposes to create approximatel one acre of new parkin lot (impervious surface) from existin vacant land (pervious surface). Water q uantit y and q ualit y pondin is currentl proposed alon the eastern ed of this site. We would recommend that the applicant provide documentation that the Post development rate of runoff is not exceeding the predevelopment rate. The rate control should be documented for the 2, 10., and 100- year f storm events. If a straw mulch is used for tgM porar y protection, it must be weed and seed free. In the event of concentrated flow leavin the site we would -J- recommend that the contractor be pre -oared t la an addition row of silt f ence in low areas to minimize sediment from leavin the site. Silt fence alon the project perimeter should remain in place until the site is restored and stabilized.
