RE: Proposed Routson Parkin Lot Expansion project — Cit of Oak Park Hei
Dear Ken:
Our office has received and reviewed the construction plans, dated Au 23 and revised September 28, 2001
and November 14., 2001, for the proposed Routson Parkin Lot expansion project. The project site is located at
the existin Routson Motors, in Section 33, Town 30 North, Ran 20 West, Cit of Oak Park Hei This
pro involves creatin new parkin lot and stormwater pondin facilities on existin Routson propert As
part of our review we visited the site. The Washin SWCD has no direct re authorit over this
project and our review is bein made on behalf of the Middle St. Croix Watershed Mana Or
Based upon the site conditions observed and the proposed plans we would offer the followin additional
comments:
1) Ston-nwater Mana
The project proposes to create approximatel one acre of new parkin lot (impervious surface) from existin
vacant land (pervious surface). Water q uantit y and q ualit y pondin is currentl proposed alon the eastern ed
of this site. While the applicant appears to document ade stora and rate control for the pond, we still
have a concern for the off-site draina g oin g to the landlocked basin on the northeast end of the proposed pond.
The Cit of Oak Park Hei must be prepared for the eventualit that runoff WILL occur from this pond
durin frozen g round conditions, back-to-back storms or after siltation has occurred in the pond sealin its
bottom from infiltration. The applicant should also document where off-site draina g oes and wh this will not
cause erosi problems. Further, it should be determined when, how or if this off-site draina will be
connected into a public draina s I hope that these comments will assist y ou with the review and
