PARKS COMMISSION MEETING MINUTES
Monday, June 17, 2013 at City Hall
I. Call to Order: Chair Hauble called the meeting to order at 7:03p.m. Present: Vice Chair
Eder, Commissioner Melin, and Commissioner Krieger (arrived at 7:10 p.m.);City
Administrator Johnson, Arborist Widin, Public Works Director Kegley, Commission Liaison
McComber, and Summer Park Program Coordinator Zeuli. Absent: Commissioner Viers.
II.Approval of Agenda: Vice Chair Eder, seconded by Commissioner Melin, moved to approve
the Agenda. Carried 3-0.
III.Approval of Parks Commission Minutes May 20, 2013: Commissioner Melin, seconded by
Chair Hauble, moved to approve the Minutes. Carried 3-0.
IV.Department/Commission Liaison Reports:
A.Arborist:Arborist Kathy Widin reported that itwas best to water new trees and
shrubs at the ground level rather than with sprinklers. She stated that Emerald Ash
Borer had not been identified in Washington County yet. She stated that if residents
see Ash trees dying from the top or if they see bark cracking, that might indicate
Emerald Ash Borer. She stated that if any residents that are concerned about the way
an Ash tree looked in their yard or in the boulevard, they should contact her at City
Hall.
Widin reported she was putting together a list of tree pruning and removal and a list
of tree plantings for August.
B. Public Works Director: Public Works Director Kegley reported that the Community
Bench Build benches were placed throughout the parks and trails. He reported that
the dog waste bags and signage were placed at the trail heads at Valley View and the
Moelter site. He stated that when construction settled down in the Cover Park
neighborhood, they would place them there as well.
Kegley also reported that there was some vandalism at Brekke Park. He stated the
handle to the upper level bathroom door was broken, and it would be replaced.
C. Other / Commission Liaison Reports: Commission Liaison McComber reported that
she was going to attend the League of Minnesota Cities Conference and would bring
back any information that may be pertinent to the Parks Commission.
Chair Hauble,seconded by Vice Chair Eder, moved to accept the Department / Commission
Liaison Reports. Carried 4-0.
V. Visitors/Public Comment:Summer Park Program Coordinator Zeuli provided an update of
the summer park programs past and upcoming events. She stated she received a request
from Councilmember Runk to bring up the portable bandshell idea to the Parks Commission
for them to think about.

VI. Public Hearings: None
VII. New Business:
A.Disc Golf Course Tee Box Placement:City Administrator Johnson reported that the
City received an e-mail from a resident whose property is adjacent to basket #9 in the
Brekke Park Disc Golf Course. The resident had requested that the City consider
moving that basket away from his residence. The Parks Commission discussed
options.
Vice Chair Eder, seconded by Chair Hauble, moved to direct staff to relocate basket
#9 elsewhere in the park if a suitable location was found. Carried 4-0.
VIII. Old Business:
A.Brekke Park Stairway Update: Public Works Director Kegley reported that the
staircase was installed and the retaining wall was poured. He reported that the railing
was to be installed that Friday.
B.Moelter Site Park Shelter Quotes: City Administrator Johnson provided the Parks
Commission with some revised quotes for the Moelter Site park shelter. The Parks
Commission reviewed design options, discussed locations for the shelter, and
discussed the size of the concrete slab for the shelter.
Vice Chair Eder, seconded by Commissioner Melin, moved to obtain a concrete bid
with the main bid to be two feet beyond the drip edge and an alternate to be 10 feet
beyond the drip edge on one side of the shelter in a square shape.
Vice Chair Eder, seconded by Chair Hauble, moved to amend the main motion to add
a second alternate of 20 feet beyond the drip edge on one side of the shelter. Carried
4-0.
Main motion carried 4-0.
Vice Chair Eder suggested obtaining better quotes for an apache style shelter with a
double-pitch roof.
Vice Chair Eder, seconded by Chair Hauble, moved to table the discussion on the
park shelter to June 24 at 7:00 p.m. to review revised bids. Carried 4-0.
C.Advanced Warning Flashers: City Administrator Johnson reported that the City
Council requested the Parks Commission make a recommendation on whether a
signal should be installed that would alert motorists of pedestrian traffic.
Chair Hauble stated that he was not in favor of one being installed near the high
school because it would invite people to cross where the City did not want them to;
and he was not in favor of one being installed near Boutwells Landing because there

was a tunnel there. He did suggest that the site at Oakgreen Avenue would be a good
place to try it. Vice Chair Eder was not in favor of an always flashing device. He
suggested a push-button type.
Vice Chair Eder, seconded by Chair Hauble, moved to not install additional crossing
signs near the Stillwater Area High School and Boutwells Landing; and to have a
th
button activated device installed at 55Street and Oakgreen Avenue if staff and
council felt it was an appropriate expenditure. Carried 4-0.
D. Park Fencing Discussion: City Administrator Johnson reviewed the park fencing
survey results broken down by neighborhood. Vice Chair Eder suggested the Parks
Commission review the costs of wood fencing and chain link fencing again.
Vice Chair Eder, seconded by Chair Hauble, moved to table discussion of this item
to the August Parks Commission meeting. Carried 4-0.
IX.Informational:
A.Continued Meeting: Monday, June 24, 2013 at 7:00 p.m. at City Hall
B.Next Meeting: Monday, July 15, 2013at 7:00 p.m. at City Hall
C.Council Representative: Tuesday, June 25 Commission Melin
X. Adjournment:
Chair Hauble, seconded by Vice Chair Eder, moved to continue the meeting to June 24 at
7:00 p.m. Carried 4-0.
XI.Reconvene June 17, 2013 Parks Commission Meeting: Chair Hauble reconvened the June
17, 2013 Parks Commission Meeting at 7:00 p.m. on Monday, June 24, 2013. Present: Vice
Chair Eder and Commissioner Melin; City Administrator Johnson and Commission Liaison
McComber. Absent: Commissioners Krieger and Viers, Public Works Director Kegley, and
Arborist Widin.
XII.Old Business:
B.Moelter Site Park Shelter Quotes: City Administrator Johnson reported that the City
sent a modification to the quote request asking that they provide Option 1 for a lattice
system at the ridgeline of each structure and Option 2 for a railing system. He stated
three bids were received.
Vice Chair Eder, seconded by Commissioner Melin, moved to recommend to the
City Council to proceed with the bid from Minnesota/Wisconsin Playground and
include Option 1 but not Option 2 for a total $19,370. Carried 3-0.

Vice Chair Eder, seconded by Chair Hauble, moved to adjourn at 7:20 p.m. Carried 3-0.
