We are currently organizing the 3 rd year of the Ragnar Relay from La Crosse to Minneapolis. I, myself, organize runnin g/walking events in the Twin Cities area and have been hired to act as a liaison for this group. This letter is to inform you and request approval of teams running on the highlighted streets /roads near /through Oak Park Heights. They will run on the road against traffic. The runners will be in this area from 3:00 am on to 1:00 pm on Saturday, August 22nd. This event will start in Winona, MN on Friday, August 21st and end at Boom Island in Minneapolis on Saturday, August 22nd. There will be approximately 200 teams consisting of 12 people to a team. Runners will be anywhere from 1 /4 mile apart to possibly several miles apart, but will run against traffic and obey all traffic signs. I am also contacting the County and State Authorities from both Minnesota and Wisconsin as well. 4 Please let me know if you have any questions or concerns or if there are any permitting processes that I need to follow in order to obtain permission for this event. The route you supplied shows the race running South on MN Hwy 95 through the City of Oak Park Heights. This event has taken place in the past years without incident or needed assistance from public safety for traffic issues. This route does have a marked shoulder area and would not be expected to cause any traffic delays with the number and spacing of your participants you have proposed. As you articulated in your correspondence participants must obey all traffic regulations for pedestrians. With the above conditions there should be no need for a formal approval or permit with the City of Oak Park Heights. If the proposed or expected status regarding number of participants and spacing, participants not obeying pedestrian laws, need for limiting or directing traffic, or other public safety and impacts to the citizens of the area; the event requirements may need to be reconsidered.
