Richards,AICP City Planning Consultant City of Oak Park Heights c/o The Planning Company, LLC 3601 Thurston Avenue North, Suite 100 Anoka, MN 55303 RE: Plan Review Response for Oak Park Heights- Pizza Ranch - Rezoning from 0,Open Space to B-2, General Business Zoning District;Conditional Use Permit for Drive Through; Parking Requirement Variance;and Design Guidelines/Site Plan Review- 13045 601th Street North Dear Mr. Richards: Thank you for your plan review letter dated July 24, 2013.We have prepared the following information to address your review comments as well as the review comments provided by OPH Arborist Kathy Widin via email on July 17,2013. Please note that for your convenience each review item is restated below along with our corresponding response. July 24, 2013 Review Comment Responses 1.Staff discussed the addition of brick and stone on the north elevation in conformance with the Design Guidelines.The plans should reflect that the same materials be used on the entirety of the east and west facades also. Engineer's Response: The elevations have been revised in the submittal information. 2. Provide more information on the drive up window operations.Is there an order board or are all orders taken by phone or through your web site?Will the stacking distance as indicated on the plans be adequate? Engineer's Response:Please see the attached Letter from Pizza Ranch, Inc. which addresses this comment. 3. Provide location and specifications for any building wall lighting.Also, identify how the monument sign is to be lit. Engineer's Response: The monument sign has been revised to a 20-foot tall,pole-mounted,pylon sign that is internally lit by fluorescent lamps. The building lighting locations and cutsheets are provided within the attached revised submittal. RECEIVED AUG 6- 2013 GROUP One firm-start to finish 4.Identify a potential location of a trail connection from the front to rear of the site on the plans. Engineer's Response:In accordance with City comments, the proposed trail connection is shown on the plans within the attached revised submittal. 5. Provide a percentage of glass transparency on the elevation facing 60th Street North. Engineer's Response: The glass transparency the elevation is noted on the attached elevation in the revised submittal packet. 6.Chris Long,the City Engineer, had questions related to the water and sewer connections as well as the addition of the storm water pending on the east side of the site. Please contact him at 651 .604.4808. Engineer's Response: • Water and sewer connections have been updated with in the attached revised submital per the City Engineer comments. • The desired location of the recreational trail encroaches upon the available space for storm water treatment and volume reduction, as the site generally flows from northwest to southeast. • Based on the already limited amount of available storm water treatment area, we are investigated a number of options to meet storm water requirements. These include any or a combination of the following: o Hydrodynamic control device o Underground storage o Bioretention o Dry ponds • We have a meeting with the Brown's Creek Watershed district on Thursday morning to discuss the site and the current design. The desired outcome is to use information from the meeting to submit the necessary permit materials to BCWD by the August 12,2013 deadline for the September 9,2013 Regular Board Meeting. July 17, 2013 Review Comment Responses 1. No response required. 2. No response required. 3. (0 GROUP One firm-start to finish a. There are a lot of"Como Park Shrub" roses(20) in the plan and these will probably be susceptible to injury from the Japanese beetle. I would encourage more diversity in the flowering shrubs listed for the project. Engineer's Response:More diversity within the varieties of specified flowering shrubs has been considered and implemented in the attached revised submittal. 4. In several areas on the plan there are large shade trees specified to be planted in small median areas in the parking lot, especially on the south end of the building. These trees will be stressed in sites where there is not enough rooting area. Ornamental trees, such as flowering crabapple and Japanese tree lilac are better suited to sites where rooting area will be constricted. Engineer's Response:Ornamental trees better suited to the limited rooting area available have been specified in lieu of the previously specified large shade trees.
