We II take the issue of conflict of interest very seriously throughout our organization. Since our inception, we have chosen to work with government agencies and III do not work for private developers involved in residential and commercial development. WSB feels that the conflict of interest in working for private II developers is one that is difficult to overcome with the general public when working for public clients. While we regularly have dealings with agencies on II behalf of clients, we believe in developing solutions with mutual benefit for our II clients and other regulatory governmental agencies and stakeholders. We understand that serving in the City engineer role could possibly lead II to times where we are developing policies for the City that will impact other agencies we work with. II II ALTERNATIVE ENGINEERING TECHNIQUES — "GREEN DESIGN" U Staff at WSB embraces the notion of developing sustainable or Green Design II solutions. Balancing the engineered solutions with natural resources and long-term maintenance is critical in developing a valuable Green Design. One II recent example of developing a project using a Green Design was located the City of St.Anthony. II The City had several issues related to potable water demand and treatment In well as drainage issues near Central Park. WSB was able to develop a first as of its kind, innovative project, which incorporated alternative uses for surfac e II water runoff and filter media backwash water from the City water treatment plant to be used for irrigation on their 20-acre City Park and City Hall site. III The project reuses water currently discharged to downstream waterbodies and eliminates runoff and the associated pollutants to Mirror Lake and the Mississippi River. One recent example of this occurred in the City of Rogers. The roadways located in the City's industrial park were prematurely III showing significant alligator cracking and other failures throughout the project. A typical solution to this issue would be either a complete reconstruction II or multiple full depth corrections (with roadway patching). Both of these corrective measures have drawbacks and are expensive. WSB's pavement • management experts inspected the project and determined that the roadways wear course (top lift) was actually delaminating (separating)from the base II course. Therefore, a unique approach to the failed roadway was developed which included a milling operation with minor selective corrections. The III proposed improvements resulted in a roadway which will meet the long-term goals of the City and a cost savings of more than $20,000. • GENERAL AND PROJECT MANAGEMENT III Diane has extensive experience with all of the general and project management duties required for a City Engineer. A recent example of Diane III performing general engineering duties and taking direction from a City Council was in the City of Grant. The Legislature was considering a Bill for paving II aprons on intersecting gravel roads. This would have affected the City's cost share on state roadway improvement projects. Diane testified at the II State Legislature on the City's behalf regarding this issue. Diane's work on this issue resulted in Mn/DOT paying for the approach construction. Diane's II creative attitude and passion regarding client advocacy will provide the City of Oak Pak Heights with a new voice and will make certain that City goals are III achieved. II WSB's SERVICES WSB's team includes construction plan review, construction oversight, and II construction surveying experts. The proposed team completed a recent roadway reconstruction project for the City of Arden Hills. During construction, III poor subgrade soils were uncovered, that the contractor requested a $60,000 change order. We worked with the geotechnical engineer and the contractor II on the project and were able to reduce the change order amount by more than $40,000 by using geotechnical fabric in lieu of a thicker sand section.
