Primaril the erosion control failed in the ditch leadin into the northeast corner of the pond resultin in a delta of sediment formin in the pond. The fencin around the ed of the pond and further up the hill also had areas of failure.' Brown Creek Board of Mana passed several motions. Below are m notes on their motions. MqA TREE CITY U.S.A. 5. Browns creek finds that the water causing the erosion is not exclusively from the Oak Park station property and that by written correspondence the Administrator is to request that city of Oak Park Heights with Goldridge Group in solving the erosion problem in the ditch. This cooperation could include a financial contribution. Goldridge Group presented a cost estimate for doing the rip rap of $8000. However, they had only received the estimate a few hours earlier and were not sure if the cost was for rip rap from .Memorial Avenue to the point that the undercutting of the ditch was occurring or from the undercut to the pond or from the street to the pond. The details of the estimate were not provided. They will need to provide a plan showing exactly what they want to do and a cost estimate for our city Engineer to review. During a walkthrough of the site on October 29, 2002 Mr. Stamm of Goldridge Group stated that the $8000 cost was for working in the ditch from the undercut to the pond. The suggested solution from the BCWD Board was to rip rap from the road to the undercut. Another possible solution is to implement modifications to the ditch which have been delayed until the future phases of the development occurs at oak Park Station. These modifications included the repair the stilling basin at the pipe outlet; widening the ditch from Memorial Avenue to the pond; stabilization of the ditch with vegetative cover and another small sedimentation pond. The unusually rainy summer and fall, along with the delay of the storm water improvements and the lack of erosion control maintenance are contributors to the erosion of the ditch and sedimentation into the pond. The water flowing through this ditch comes from the northwest part of oak Park Station, from the west sides of DDD, zanadu, and the Kennedy Building, and from under Memorial Avenue the water comes from the Post office, all of zintl's Properties, the mini storage, Buberl's, and the vacant lots north of Buberl's. The majority of the area tributary to the ditch is from sites other than oak Park Station. If Goldridge Group had maintained the silt fence in accordance with their permit and had stabilized the disturbed areas in a timely fashion the erosion into the pond would have been minimized. The existing silt fence is to be repaired or removed and replaced as appropriate throughout the entire project by November 8, 2002 with fencing that meets the specification written by their engineer and approved as part of the construction plan approval. Much of this work was finished by October 28, 2002 with only a few areas still requiring protection. 2. All construction within the ditch must meet the grades, storm water flows patterns, and configuration shown on the currently approved plan. Any changes must have prior approval of the appropriate approving authority depending on the extent of the change. Some or all of the following may have approval authority community development Department, City Administrator, City Engineer, City council, and Brown creek Watershed District. 3. Fill the gullies under the erosion blanket and re -seed all exposed and un-- stabilized areas on the area on the north and west hillsides of the pond and near to Memorial Avenue with dormant seed for spring germination. This work should be performed in conjunction with the removal of silt form the wetlands. 4. Erosion control inspections shall be performed and documented with a written record at least weekly until frost is well established in the ground and after every rain storm. n the spring an inspection shall be made and documented prior to the spring melt and no later than March 1, 2003. weekly inspection and inspections after each rain storm will be made and documented after March 1, 2003 and until final slope stabilization has occurred with vegetative cover.
