(I do not think that the law will write it up in this detail but that is what I think the chairman's intent was in his motion.) 5. This cooperation could include a financial contribution. Mr. Steve Stamm of the Goldrid Group presented a cost estimate for doin the rip rap of $8600. However, the had onl received the estimate a few hours earlier and were not sure if the cost was for rip rap from Memorial Avenue to the point that the undercuttin of the ditch was occurrin or from the undercut to the pond or from the street to the pond. The details of the estimate were not provided. The will need to provide a plan showin exactl what the want to do and a cost estimate for-our Cit En to review. Durin a walkthrou of the site on October 29, 2002 Mr. Stamm stated that the $8600 cost was for rip rap in the ditch from the undercut to the pond. The su solution from the BCWD Board was to rip rap from the road to the undercut. Another possible solution is to implement modifications to the ditch which have been dela until the future phases of the development occurs at Oak Park Station. These modifications included the repair the stillin basin at the pipe outlet; widenin the ditch from Memorial Avenue to the pond; stabilization of the ditch with ve cover and another small sedimentation pond. The unusuall rain summer and fall, alon with the dela of the storm water improvements and the lack of erosion control maintenance are contributors to the erosion of the ditch and sedimentation into the pond. The existing silt fence is to be repaired or removed and replaced as appropriate throughout the entire project by November 8, 2002 with fencing that meets the specification written by their engineer and approved as part of the construction plan approval. Much of this work was finished by October 28, 2002 with only a few areas still requiring protection. 2. All construction within the ditch must meet the grades, storm water flows patterns, and configuration shown on the currently approved plan for future phases of oak Park Station. Detailed designs showing the proposed changes must be submitted and approved prior to starting the changes. The appropriate approving authority depending on the extent of the change. Some or all of the following may have approval authority Community Development Department, city Administrator, city Engineer, city council, and Brown Creek Watershed District. 3. Fill the gullies under the erosion blanket and re -seed all exposed and un- stabilized areas on the area on the north This work should be performed in conjunction with the removal of silt form the wetlands later this winter to minimize the disturbance of the poorly stabilized slopes. 4. The northwest hillsides of the ditch near to Memorial Avenue where the stock pile have been smoothed should be dormant seeded for spring germination.. 5. Erosion control inspections shall be performed and documented with a written record at least weekly until frost is well established in the ground and after every rain storm. In the spring an inspection shall be made and documented prior to the spring melt and no later than March 1, 2003. Weekly inspection and inspections after each rain storm will be made and documented after March 1, 2003 and until final slope stabilization has occurred with vegetative cover. if you have any question, please contact me.
