Last evening the E wD AdMinistrator,infermed me that one-'of their board members - has called and wanted° -to know by dirt was being' moved onto stock Iles at Oak Park station -. I informed him that I believe that the dirt is from the Stillwater -,Ford Parking Emp- loye'e. Parking lot. I am not aware that any permission to stockpile material on'this site was requested or given the City. The. BCWD Administrator is going to checktheir - permit for the site and : take whatever appropriate actions.-aria required un'der-their rules. I visited the site last evening and again this morning.: The stockpiles are not acceptable, since. - the - equipment is parked on site we are assuming that a -crew will be there today to spree the material and. nstell 'ap:propriate erosion control. measures. Per our City ordinances the stockpiles will need to - be graded /spread to minimize erosion' and since the dirt is not going to be used in the near future it, must be .seeded and stabilized. After spreading' any. slopes of greater than 1:3 and will be required to h ye erosion control, seeding and stabilization. At this point in the winter hydroseeding with a binder will be required any slopes above 10% slope. If they can achieve a 10% or less side slope on the spread piles then seeding with straw mulch disced into the' soil will be acceptable by the City. The spreading will be restricted.to the west side and down gradient from the ditch running from Morning Dave Avenue to the pond. There is a low area south west of the piles which could be. used as an area to spread the material. The work specified above must be completed prior to December 9, 2002 at 4:39 p.m., This review is in reference Tree City U.S.A. to the City erosion control rules only the Community development Department may have additional restrictions based on the developers contract for this area. Since this area is covered by a permit from the Browns Creek Watershed District all activities must be in compliance with their rules and permit conditions.
