Request for Council Action
Meeting Date November 22,2005
Agenda Item Title: Widlund Request for Blvd. Tree Removal— 14566 57th Street
Time: 3 minutes
Agenda Placement New Business
Originating Department/Requestor Eric Johnso City Administrator/Kathy Widin,Arborist
Requester's Signature
Action Requested Approve the tree removal with conditions.
Background/Justification(Please indicate if any previous action has been taken or if other public
bodies have advised):
The WidIund's of 14566 57th Street,are requesting removal of a green ash(approx. 14-16 in.diameter)on
the boulevard which is apparently in the way of access and re-construction of the driveway to your home.
/"'■
They indicate that access to this garage and parking area is difficult with large or unwieldy vehicles given
the current width of the driveway and location of the boulevard tree and that you are planning to re-do
the driveway, expanding it's width and putting down a new pavement surface. They feel if the tree
remains,it would most likely be damaged by the re-construction and also any roots which would re-grow
on the side next to the pavement of the driveway would eventually interfere with the driveway surface,
causing cracks and heaving.
The City Arborist has found no disease or defect which would cause the City to remove the tree and that
this does not fall into the"nuisance tree"category for which the City has an adopted policy. Since they
are requesting to remove an otherwise healthy boulevard tree, the staff recommendation to the City
Council is that removal of this boulevard tree might be undertaken if the following conditions are met:
• The applicant is responsible to pay the entire cost of removal,clean-up,stump grinding for the
tree, and site restoration as applicable. The City will perform this work and will bill the
Widlunds.Total cost is estimated between$175 and$300.
• Pay$100.00 to have a high-quality new tree planted in a city park since no tree would be planted
on site because your frontage already contains other trees and there is not suitable space.
• Reconstruction of the apron and curbing would be paid for by the applicant and completed by
July 14,2006.Per City Code(401.15.f.4.h.8)the expanded driveway curb-cut must not exceed 24'
in width and must also be 5'from the side property line.
■'•\ • Deposit$1,000 into a City held escrow account that secures the timely replacement of the concrete
apron at the end of the drive. These funds would be returned when all work is complete and
inspected.

RE:Tree Removal request
Mr.and Ms Widlund,
You are requesting removal of a green ash(approx.14-16 in.diameter)on the boulevard which is apparently in the way
of access and re-construction of the driveway to your home. This action requires City Council approval.
You indicate that access to this garage and parking area is difficult with large or unwieldy vehicles given the current
width of the driveway and location of the boulevard tree and that you are planning to re-do the driveway, expanding it's
width and putting down a new pavement surface. Lithe tree remains,it would most likely be damaged by the re-
construction and also any roots which would re-grow on the side next to the pavement of the driveway would
/' ■ eventually interfere with the driveway surface, causing cracks and heaving.
The City has found no disease or defect which would cause the City to remove the tree.I have discussed this situation
with city staff and the City Arborist, the consensus was that this does not fall into the"nuisance tree"category for,
which the City has an adopted policy. Since you are requesting to remove an otherwise healthy boulevard tree, the staff
recommendation to the City Council is that removal of this boulevard tree might be undertaken if the following
conditions are met:
• The applicant is responsible to pay the entire cost of removal,clean-up,stump grinding for the tree, and site
restoration as applicable. The City will perform this work and will bill you.Total cost is estimated between
$175 and$300.
• Pay$100.00 to have a high-quality new tree planted in a city park since no tree would be planted on site
because your frontage already contains other trees and there is not suitable space.
• Re-construction of the apron and curbing would be paid for by the applicant. The expanded driveway curb-
cut must not exceed 24'in width and must be 5'from the side propdrty line.
• Deposit$1,000 into a City held escrow account that secures the timely replacement of the concrete apron at
the end of the drive. These funds would be returned when all work is complete and inspected.
Your request and the above conditions will be discussed at the Nov 22,2005,City Council meeting.Your appearance is
not mandatory, but is welcome and helpful.
Please let me know if yu have any questions.

RE: Tree Removal Request
Dear Ms Widin:
We are currently in the process of remodeling and adding on to our home at 14566 57th
Street North in Oak Park Heights. However,we cannot complete our driveway because
of a boulevard tree in the way. We are requesting that this tree be removed. The tree is
also breaking up the current driveway and will continue to do so if left and a new
driveway is installed. It is very difficult to get to the new garage behind our home with
the tree there. This creates a hardship for us to use the new garage and driveway.
Thank you for your response to this matter. We are enclosing a copy of the site plan for
the remodeling/addition permit with the tree noted, showing it is right in the way. If you
need anything else please let us know.
Sincerely, .- `..
Rolf A. Widlund Ju•'th A. Widlund
