PLANNING REPORT TO: Oak Park Heights Mayor and City Council FROM: David Licht DATE: 7 April 1983 RE: Super Anerica Development FILE NI 798. - 82.06 Mr. John Ogren has submitted plans for the conversion of the Clark Station at 60th and Omaha Avenue (see Attachment "A") to a Sup America_operation offering not only gasoline sales but also convenience 'grate-/ items. The conversion requires that the following requests be approved: 1. C.U.P. for motor fuel station use. 2. Variancit for lot'width of less._ .160 feet. 3. Variance for::curb..cut 'located :less than 60 feet from in ection. 4. C.U.P. for any curb cut(s) exceeding 24 feet in width. 5. Variance for more than one curb cut per 125 feet of frontage (along ha Avenue). 6. ltdriance for freestanding 'sign if;placed less than 20 feet fr =lot line. ,<:. 7. Variance: for placement of Genoa witititvfnont wrk, The property in question is zoned. 8-2 as are all adjacent lots. Additionally, the site is at the intersection of 60th, Omaha and the access off #Higlys 212/35u As suet, the use;itself.is not:a matter.of question. The concerns with this proposed deveTopmen-t involve the adequacy of the site to accommOtiat4 the intensity of the activity proposed as well as the acceptability of the site layout anodesign. REQUEST EV LUATION: .._. The b is and overriding issue; involved in this request .is,the acceptability of the northerly access onto Omaha. If the Council should dete*ge.that this curb cut is unacceptable, the entire site plan may require ',edification. n Oak Park Heights Mayor and City Council 7 April 1983 Page Two We therefore have not addressed any other questions regarding the request. This is on the basis that it is our very strong opinion that the City Council should require the northerly curb cut to be closed. Precedent does exist for this action, as a similar curb opening was required to be closed off for the Dairy Queen operation which is directly across Omaha to the east. The numerous and complex turning movements which occur at the Omaha/60th Street/Highways 212/36 intersection combined with the volume of traffic generated by adjacent businesses and notably the St. Croix Mall present a major public safety hazard. Allowing an intensification of use on the gas station site will only further add to the problem and create even more con- fusion. We do not believe that this can be tolerated. Note should. be ride that if the northerly curb cut on Omaha is closed and the existing southerly curb cut utilized, the access points of both the Dairy Queen and the proposed Super America operation will be coordinated. This conforms to a basic principal of transportation planning. One of the other requests involved in this project ties into the issue of the street intersection and traffic. This is the variance requested for the proposed sign. It is our opinion that the sign should not be allowed where presently indicated and in fact a footing exists. We believe the location will add to the confusion and r isabi l i ty problems at the intersection. We therefore, wouldsuggest that while a variance to the sign's proximity to lmaha may be acceptable, it should be setback a greater distance from 60th Street. An additional point to be made is that the applicant should submit a complete sign plan so that it can be fully evaluated. In this regard, the existing pricing; sign located on the site is seen,as again creating visability problems and should be set back or relocated. RECOMMENDATION: We would hope that the Council would take time before the meeting on Monday to visit the site and thoroughly evaluate the intersection and curb cut problem. in this regbrd, we reiterate tivat'sitls"ors rrg reed tidaticm that the curb cut should be closed. At the meeting on 11 April , we,would request that the council clarify its position on this issue as well as the Placement of the sign.
