Site Plan Reviews -- comments Scott: Followin are some follow-up comments from this mornin site plan review meetin McKean S West (Boutwells Landin - Phase 2 The current site plan proposes 25' wide streets (back of curb to back of curb with sidewalk on one side and unspecified ri widths. We have previousl recommended to the Cit and instructed the developer to continue the street and ri widths that were utilized in Phase 1 alon Nolan Avenue, which are 34' wide streets on 55' of ri minimum. The developer now wishes to minimize street and ri widths, y et dedicatin these as public streets. The absolute minimum street and ri widths that should be considered are 28' wide streets ( parkin g can be allowed on one side) within 50' of ri as lon as fire department and emer vehicles are accommodate for in the desi The proposed easterl connection to Norwich Parkwa has been moved approximatel 100' east of the existin street entrance stubbed to the south pursuant to the previous site plan. As such, the street curb returns, associated storm sewer & catch basins will need to be relocated accordingl Additionall the sanitar sewer and water main to serve the eastern portion of this site are ali under the existin road ali and will need to continue from where the are stubbed out, re utilit easements under the proposed parkin area. Storm water runoff and pondin calculations have not been submitted at this time. One noticeable issue is that no storm sewer outlet is proposed from this site on the current site plan. The existin wetland in the southeast corner of the site will receive most of the runoff from this development and will most likel re an outlet to properties outside of the current Cit limits. Valle Branch Watershed District approval will also be re Renton Homes.- As discussed, this development will need MnDOT permits for connectin drivewa access to their ri as well as directin storm water runoff to their draina (ditch s Mitch Johnson indicated he has alread made these submittals. Mitch also indicated the will likel replace the existin 8" vitrified cla pipe (VCP) sanitar sewer that runs east- west throu the site with 8" plastic ( PVC ) pipe since the will be makin 9 service connections to it. We also recommend that the extend sanitar sewer to their south propert line (from the existin manhole just east of their site alon the westerl ditch of Oak Avenue) to accommodate an future development south and/or southwest of this site. Middle St. Croix WMO review will also be re Montanari Office: We discussed possibl usin valle g utter alon their east propert to serve as a draina swale as well as delineate this propert from the Ea Club propert The are proposin to construct new sanitar sewer and water services for this project. An existin services that serve this site will need to be properl abandoned. MnDOT permits/review will be re for the drivewa construction/revision proposed, includin the median and an other landscapin within MnDOT ri as well as storm water runoff and storm sewer & culverts proposed. Accordin to the applicant, Brown's Creek Watershed District approval was received under the previous development proposal. This revised site plan should be resubmitted to BCWD for their review/approval. Andersen's N.W. Parkin Area: We recommend that the proposed landscaped median adjacent to Omaha Avenue keep the same curb location adjacent to the Cit public street that currentl exists. I believe that was the final consensus at the meetin with the parkin lot setback bein 10' back from that, at a minimum (since that is where the propert line is believed to be). The drop-off lanes area should be reviewed b the fire department for ade emer vehicle access. Also, the Public Works Director should be consulted with re existin (and the need for an proposed h locations. DDD LLC - Phase 2: It appears most of our previous comments have been addressed. We still recommend erosion and sediment control issues from the first phase be addressed. Dennis M.
