O 0 / OF THE CITY COUNCIL CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS OF FACT AND RESOLUTION OF THE CITY COUNCIL THAT THE REQUEST BY SC MALL, LLC FOR A PLANNED UNET DEVELOPMENT AMENDMENT TO ALLOW BUILDING AND SITE IMPROVEMENTS AT THE ST. CROIX MALL BE APPROVED WITH CONDITYONS WHEREAS, the City of Oak Park Heights has received a request from SC Mali, LLC for a p lanned unit development amendment to allow building and site improvements at the P St. Croix Mali; and WHEREAS, after having conducted a public hearing relative thereto, the Planning Commission of Oak Park Heights recommended that the application be approved with conditions; and WBEREAS, the City Council of the City of Oak Park Heights makes the following findings of fact: 1. The real property affected by said application is legally described as follows, to wit: SEE ATTACHMENT A and 2. The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items: and SEE ATTACHMENT B 3. The subject site is zoned B -2, General Business in which the St. Croix Mali and its retail and office uses are a permitted use; and 4. Revisions to the exterior of the St. Croix Mall building and site including the following require an amended planned unit development: A. Remove former mall entrance 'canopy. B. Remove sidewalk ramps located near former mall entrance. C. Improve facade of former mall entrance canopy area. D. Remove existing signs and light standards in parking lot in northwest quadrant. E. Patch, sealcoat, re- stripe and landscape parking lot in northwest quadrant. F. Install new light standards in parking lot in northwest quadrant. G. Landscape parking islands and medians in parking lot in northwest quadrant. 5. The City staff prepared a memorandum dated September 5, 2002 reviewing the request; and 6. The memorandum dated September 5, 2002 recommended that the request be approved with conditions; and 7. The Planning Commission held a public hearing at their September 12, 2002 meeting, took comments from the applicant and public, closed the public p P hearing, and recommended that the application be approved subject to conditions.
