Dear Mr. Schalkle:
The City is in receipt of your application materials submitted on September 11, 2013 for
Design Guidelines/Site Plan review of the former Denny Hecker auto dealership site at
12969 60th Street North. The building and site will be repurposed for a sporting goods
store and gun range. With this letter we are notifying you that the application is not
complete. The City will deem it complete with receipt of the following items by
September 25, 2013:
1. Please resubmit the two page development application with the owner/applicant
initials on the front page and clearly print the names of the signatures.
2. Provide an environmental waste recovery and removal plan for the site.
3. Provide pictures off all four elevations of the existing building.
4. Identify all of the building materials to be used on the building elevations.
5. Provide a building material board with colors for the Planning Commission
meeting.
6. Provide location and specifications for all building wall lighting. Also, provide
specifications for the freestanding light fixtures that are to be retrofitted.
7. Indicate on the plans the location of the trash/recycling area for the building.
8. Provide a detailed sign plan, with lighting plans, for the proposed freestanding
sign.
9. If changes are made to the mechanical equipment on the roof or at ground level,
indicate how it will be screened from adjacent rights of way.

10. Provide storm water calculations for the new site layout. Also calculate the
acreage of disturbed area.
11. Provide a current as-built for the utilities.
12. Provide planting details for the landscape plan.
We would invite you and your representatives to a staff meeting on September 25, 2013
at 10:30 AM at City Hall to discuss these issues and address any questions you may
have.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for October 10, 2013 at 7:00 PM
in the City Hall Council chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
