RE: Oak Park Heights—AS King Plant— Conditional Use Permit Application
for Two Rail Spurs and Interim Use Permit for Temporary Office Trailers

Dear Mr. Zellmer:
The City is in receipt of your application materials submitted on September 11, 2013 for
the construction of two rail spurs and installation of temporary office trailers at the AS
King Plant in Oak Park Heights. The application consists of a Conditional Use Permit
for the rail spurs and an Interim Use Permit to allow the trailers on a temporary basis.
With this letter we are notifying you that the application is not complete. The City will
deem it complete with receipt of the following items by September 27, 2013:
1. Provide a wetland delineation for the area that will be impacted by the
construction of the rail spurs.
2. Provide a map of the proposed location of the temporary office trailers. How
many trailers are you proposing?
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for October 10, 2013 at 7:00 PM
in the City Hall Council chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
