The Change Order request and weather log provided by Odland Protective Coatings were reviewed along with daily KLM Engineering inspection reports, weather history, and the Contract Documents. Between the dates of May 1 through June 15, 2011,the contractor had experienced 16 working days out of 39 days possible(Monday—Saturday work week). The 23 weather related delays included rain events and high dew points which would not allow the contractor to blast and paint inside or outside the tank. High winds also delayed the contractor from proceeding with the outside work of blasting and painting. Since the contractor written claim was not given promptly as requested, no weather delays will be considered prior to May 15, 2011. There are a certain amount of days to consider being"normal loss"due to weather during a water tower rehabilitation project. In considering the normal working day loss due to weather as well as reviewing the daily project weather reports, it is recommended to approve the additional 13 days time extension (for details see attached Engineer Weather Delay Log). Odland Protective Coatings has stated in the attached letters their intention on keeping a full crew and all equipment necessary to complete the project as good painting weather arrives.
