Hi Judy and Scott,
Attached are the meeting notes from our meeting on Jan. 6. Please let
us know if you have any discrepancies .
We have set a date for the Andersen neighborhood meeting, concerning the
proposed closing of Oren Ave. N. behind the St. Croix Mall: Thursday,
Feb. 6, 7 p.m. We will be sending this letter out in the next few days
and I will send a copy to the city. As we discussed in our meeting on
Jan. 6, it would be good to get together again before this neighborhood
meeting to review details of this road closure.
Proposing a few dates we are all available to meet:
Monday, Jan. 27, 10:30 --noon
Tuesday, Jan. 28, after 2:30
Wednesday, Jan. 29,9-11
Please let us know when you are available. We could either meet at the
city or at Andersen.
Best Regards,
Rebecca Maras

Key Issues:
• PUD amendment will include Variance request for completion of NIT quadrant
of site (prior PUD):
- Widening of island
Parking within 10' setback, in order to comply with OPH stall size
requirements within NW quadrant of site
• Closure of south spur (Oren Avenue)
- Proposals for ownership of this roadway were discussed; better future
control (for City) if Andersen turns over roadway to City.
- Andersen proposed some planting and extension of fence system across
this closure
- "substandard" nature of roadway noted
- Brad Carmichael to confirm fire truck access requirement (none assumed)
-- Steps in process:
1. PUD application to request roadway vacation
2. City then closes roadway
- OPH suggested a neighborhood meeting prior to submittal of PUD,
discussing vacation of roadway.
• Reskin of portions of existing Andersen building
Similar vocabulary as previous
• Potential Trail along south property line
- Andersen is considering the possibility of a trail easement; not part of the
upcoming PUD amendment.
Issues related to this trail include:
1. Clarification of "indeterminate" sliver of land along southwest
2. Some relocation of Andersen fencing would be required.
3. East continuance of trail would require additional curb / gutter to
maintain separation of trail/ cap* traffic.
4. Snow removal would need to be coordinated.
5. Tree/ vegetation/ utility pole conflicts may need to be coordinated.
• Schedule
-- Proposed PUD dates:
[Neighborhood meeting]
2/21/03 PUD submittal due to city
3/13/03 Planning Commission Meeting
3/25/03 City Council Meeting
4/1/03 Sitework start
Other items:
® OPH requested that Brad Carmichael determine if existing fire hydrant array is
adequate
® Non - public issue: use of small triangular portion of Hope Adoption site to enable
lane closure within Andersen site (cross- easement)
® OPH I Contact: Scott Richards
