Subject: AS King Plant Tree Survey
Dear Dr. Widin,
The MN Department of Transportation is in the process of building a new bridge
across the St. Croix River at Highway 36 in Bayport. This new bridge will cross
Xcel Energy property at our AS King Plant on the West side. The new bridge will
span over existing rail road tracks that are part of our rail coal delivery system.
Therefore, Xcel Energy will be loosing some tracks needed for this coal delivery.
Because of this, we will need to build two additional tracks on either of the
existing tracks to make up for the tracks lost from the bridge construction. (refer
to the figure attached). In order to build the new tracks some existing trees must
be removed. Since the land encompasses more than one acre with more than
five significant trees, the Oak Park Heights Ordinance Chapter 1307 applies to
this tree removal.
A tree inventory of"significant trees" as defined in Section 1307.030 of said
Ordinance was completed on July 19, 2013. This survey included all significant
trees to be removed, but not all trees on the entire power plant site. The
understory, where present, consists of buckthorn, green ash and honeysuckle.
The trees appeared to be volunteer trees that were just outside of rail road right
of way.
