RE: Work session Items 11-26-13
The City Council has scheduled a work session at 6:00 pm prior to the City Council Meeting on November 26�1, 2013. Several
topics are planned:
1. Frontage Road Alignment studies.
The Council hoped to access any remaining funds from the 2005 Federal Transportation Bill assigned to study the STH
36 Corridor. As such, the Council requested that STANTEC prepare a cost estimate for such study and options. That
estimate is enclosed. In theory, this could be forwarded to MNDOT requesting funding, as well as acknowledging that
the City would pay the required 20%match.
2. Oakgreen Water Main Alignment
Staff will present an update on the alignment issue of the Oakgreen Ave. water main. Briefly, it has been conveyed to
the City that MNDOT does plan to construct the water main as committed to, looping in the corridor of the new south
frontage road as opposed to being in a berm between two ponds. However, at this time the City should be aware that
the State may somehow conclude that this looping to the south is a "betterment". Until this interesting determination is
taken by MNDOT there are few options for the City to consider.
3. Street Reconstruction
a) As the City Engineer begins ramping up for engineering and design, two vital clarifications are needed. Curb
type and street widths. Staff has instructed Stantec to plan to keep street widths as close to current sizing as
possible so as to avoid any unnecessary changes or obstructions, but there will need to be some
modifications in a few areas that need discussion. Enclosed is a detail map of what those road widths would
be.
b) Secondly, the Council should make a formal determination on type of curbing it desires and possibly where.
Stantec has provided a PRO-CON for the two general types of curing considered.See enclosed.
c) Lastly, I had a conversation with Washington Council—Cory Slagle and who indicated that the County would
not be reconstructing Paris Ave. until 2016. We will need to discuss this impact and possible timelines. Also,
the possibility of a trail-way along the east side of Paris Ave connecting the Beach Road bridge with Orleans
street.
4. Employee Recognition Event
Mayor McComber did ask, if it was acceptable to the Council, that there be a short discussion in the work session
about the Employee Recognition dinner,including possible locations,format change,invitees,etc.
5. The City will be holding its 2014 Budget-TNT hearing in December, would the Council desire to have a worksession
prior to this meeting to consider possible budgetary changes and how these may impact the overall picture?

Dear Mr. Johnson:
As requested,we are pleased to submit the following proposal for services related to the Trunk
Highway 36 Frontage Road Realignment Study.The deliverables proposed include a preliminary
engineering study, conceptual drawings, preliminary right-of-way plans, and an opinion of
probable cost for the proposed project.
Project Understanding:
The project consists of two intersections along Trunk Highway 36 Frontage Road in Oak Park
Heights, Minnesota.The first intersection includes roadway improvements along Osgood Avenue
North and Trunk Highway 36, north and south frontage roads as shown in Figure 1.The second
intersection includes roadway improvements at Norell Ave North and Trunk Highway 36 south
frontage road as shown in Figure 2.
The impetus for this Study is to provide options for roadway alignments and intersection control at
each location along this section of the Trunk Highway 36 corridor. The city may pursue Trunk
Highway 36 High Priority Program Funding or other funding opportunities for this Study, and wants
to be well prepared when funding becomes available.
Assumptions:
Three alternative roadway alignments will be evaluated for each frontage road and will adhere to
following criteria:
1. City of Oak Park Heights Standards
2. MnDOT Intersection Control Evaluation (ICE)
3. Washington County Design Standards
We have previously completed six preliminary alignments for the North Frontage Road in planning
for the new development located in the northwest quadrant of Trunk Highway 36 and Osgood
Avenue North. We will continue to work with the city to further define three alignments from this
preliminary work.

Hourly not-to-exceed Amount: $35,000
Preliminary Engineering Report:
• Identify preliminary parcel right-of-way acquisitions
• Develop roadway typical section
• Prepare exhibits for each roadway alignment alternative
• Provide intersection control alternatives
• Prepare project costs
• Provide engineering recommendations
Hourly not-to-exceed Amount: $20,000
Compensation
The Preliminary Engineering Report Phase for this project will be based on an hourly not-to-exceed
Amount of$110,000.
Services provided that are beyond the scope as identified in this Agreement shall not commence
until the additional work has been agreed upon.

Schedule
The schedule is being defined as the project progresses and as additional information is available

Concrete Curb and Gutter Data Sheet Stantec
Functions
Concrete curbs or combined curbs and gutters serve several important functions:
• Curbs collect water from crowned pavements and convey it to points of collection,thus reducing
the amount of water that gets under the pavement.
• They outline the edges of pavements and provide easily definable borders between traveled and
untraveled surfaces.
• They confine pavement structures,especially if the pavements are composed of layers of
materials that must be compacted in-place.
• Curbs help contain low speed traffic within the edges of the pavements.
Drainage
Proper drainage off a roadway is critical because moisture in the street subgrade is a primary cause of
premature street failure.
• Concrete curb and gutter provides superior drainage following rainfall and snow melt because the
curb is less permeable than blacktop.
• During construction of a street,the contractor can more easily control grade with concrete curb
and gutter than with asphalt,thus preventing the formation of"bird baths" (standing water)at the
edge of the road.
Structural Support
Concrete curb and gutter provides a structural edge to support the roadway. When pavement is placed,the
solid concrete mass provided by the curb supports the pavement better than a soil that becomes soft when
wet.
Curb Profile Types
In General,there are two distinct curb profile types used in urban street design, surmountable and barrier.
Surmountable curb is more commonly known as drive-over or low back curb. This type of
curb is mostly used in new residential developments where driveway locations are not known
at the time of curb installation.This affords the builder at each lot,the opportunity to design
the location of the building without regard to a predetermined driveway curb cut.
The barrier curb profile type is the most commonly used in local urban street settings and is
commonly referred to as high back curb.Barrier curbs primarily serve to separate boulevards
areas from traffic to prevent cars from pulling up onto the grassy areas or sidewalks when
parked and to protect private property from street storm water runoff.
Advantages/ Disadvantages
The following two graphics illustrate the characteristics of each profile type and how it performs relative
to a bituminous curb or none at all.

Drainage: Delivers maximum amount of storm water capacity.
Aesthetics: Provides the impression of strength, durability and quality.
Maintenance: Provides structural support to prevent pavement distress along the edge of a roadway,
causing premature street failure.
Erosion: The prime function of curb and gutter is to facilitate the channeling of storm water, preventing
the erosion of shoulders and slopes.
Protection: The curb serves as a barrier to prevent cars from pulling up onto the boulevard sidewalk or
grassy area when parked.
Traffic Calming: Curb and gutter is used to provide traffic guidance and control. The impression of
street widths will be narrower with curb and gutter.
Pavement Support: Concrete curb and gutter provides a structural edge to support the roadway.
Traveled Surface: The contrast of colors between street pavement and curb define the traveled and
untraveled surface.
