BACKGROUND
Secure Mini Stora is re a PUD/CUP to allow the construction of three mini-
stora buildin at 5710 Memorial Avenue North within the Kern Center. Secure Mini
Stora has four existin mini-stora buildin on the site and outdoor rental parkin
stalls. The site is zoned B-3, Hi Business and Warehousin District.

ANALYSIS
The site is zoned B-3, Hi Business and Warehousin District. Section 401.15.B.4.b
of the Zonin Ordinance states that except in the case of planned unit developments, not
more than one principal structure shall be located on a lot. Therefore, a planned unit
development is re for this site. Mini-stora facilities are permitted as a conditional
use provided that the followin provisions are met:

a. At least 20 percent of the site is open, g reen space which is sodded and landscaped
in accordance with a plan approved b the Cit Council.
Thirt percent of the site is g reen space. No additional landscapin is
proposed. The existin landscape plan shows that the site is screened b Black Hill
spruce alon the northern and southern boundaries of the site. This will be verified
b a Cit staff site inspection.
b. Buildin covera shall not exceed 60 percent of the lot area.
Buildin covera will be 29.5 percent of the lot area with the proposed site plan.
C. Parkin loadin drivewa and fire lane desi shall be sub to review and
approval of the Cit Staff and Fire Marshal.
The site re six parkin sta I Is, fou r for the office use and two for the caretaker's
apartment. The front parkin area includes six stalls, one of which is handicapped
accessible. The parkin area meets Cit and State standards for number of stalls.
The stora buildin do not re parkin stalls in that the drive aisles serve that

Ade space is provided for snow stora
Snow stora ma be a problem on this site. Some space is available alon the
southern boundar of the site however, the Black Hill spruce planted here will take
up most of the area. A small area is also available in the northwest corner of the
site and alon the ed of the woods in the southwest corner of the site. The
applicant shall provide a snow removal plan as a condition of approval.
e. Fire h location shall be sub to review and approval of the Fire Marshal.

f. All drivewa and parkin areas are to be hard (blacktop or concrete) surfaced and
ade turnin radius for fire truck maneuverabilit is to be maintained throu
the site. Desi snow stora space is to be provided to insure ade and
safe access durin winter months.
The parkin and drive aisles are completel paved. The front parkin lot is
provided with concrete curb and g utter. Ade turnin radius is maintained.
9- If an "on-premises" caretaker dwellin unit is provided on site,, constructions of said
dwellin unit shall conform to all desi standard re for dwellin units of the

Minnesota State Buildin Code and the Oak Park Hei Zonin and Buildin
Code. The occupanc and minimum interior and floor area standards shall be made
available for said dwellin unit in conformance with Section 401.15. F.
A residence for a full-time caretaker is provided on-site.
h. An structures havin exposure to an adjacent residential use orpublic fi g ht-of-way,
park, or similar public use areas shall be of brick, rock face block, natural stone,
wood, or stucco facin material.
The proposed buildin will not have exposure to a residential use or public ri
of-wa The new buildin will have painted, smooth-faced concrete block walls
with pre-finished standin seam metal roofs. These are acceptable materials.

stora is to occur within the self stora mini-wa rehousing facilit

J. Ade anal and provisions are made to resolve issues related to demand for
services. No use shall be allowed that will exceed the Cit abilit to provide utilit
police, fire, administrative or other services to the site.
The proposed use does not place excessive demands of Cit services. In the
summer of 1999, Cit sewer and water will be extended to this area.
k. The provisions of Section 401,03.A. 7 of the Zonin Ordinance are considered and
satisfactorily met.
Section 401.03.A. 7 states that the Cit Council and Plannin Commission shall consider
possible adverse effects of the proposed amendment or conditional use. Their j ud g ement
shall be based upon, but not limited to, the followin factors:
a. Relationship to the specific policies and provisions of the municipal comprehensive
plan.
b. The conformit y with present and future land uses in the area.
C. The environmental issues and g eo g raphic area involved.
d. Whether the use will tend to or actuall depreciate the area in which it is proposed.
e. The impact on character of the surroundin area.
f The demonstrated need for such a use.

streets, and utilities, and the Cit service capacit

A mini-stora use is compatible with present and future land uses and the
Comprehensive Plan. Existin woods will remain west of the stora buildin Additional
mini-stora buildin will not depreciate the area or impact the character of the
surroundin area. Secure Mini Stora feels there is a need for increased stora
facilities. Traffic g eneration and the use of Cit services will not create a problem.

suppression measures must be complied with in accordance with Cit Code and
recommendations of the Buildin Inspector and Fire Chief. An new industrial buildin

Based upon the precedin review, our off ice recommends approval of a PUD/CUP to allow
the proposed use sub to the followin conditions:
