Call to Order: Chair Hauble called the meeting to order at 7:00 p.m. Present: Vice Chair Eder, City Administrator Johnson, Public Works Director Kegley, Arborist Widin, and Commission Liaison McComber. Absent: Commissioners Krieger and Viers. IL Approval of Agenda: Vice Chair Eder, seconded by Chair Hauble, moved to approve the Agenda. Carried 2-0. III. _Approval of Parks Commission Minutes— September 16, 2013: Vice Chair Eder, seconded by Chair Hauble,moved to approve the Minutes as printed. Carried 2-0. IV. Department/Commission Liaison R orts: A. Arborist: Arborist Widin reported that the volunteer buckthorn management event in Linear Park on October 12 was successful. She stated that she planned to plant native trees and shrubs in that area but more buckthorn removal was necessary. Widin reminded residents to water new trees and shrubs planted within the last five years and established evergreens. She also stated she would be starting to plan the winter boulevard tree pruning and continuing the boulevard tree inventory update. B. Public Works Director: Public Works Director Kegley reported that the park shelters were winterized for the season. He stated the concrete slab for the water fountain at Brekke Park was installed and the fountain would be installed in the spring. Kegley reported that he had been in contact with the Washington County Sentence- to-Serve program for buckthorn removal in city parks in December, January, and February. C. Other/Commission Liaison Reports: City Administrator Johnson estimated that a new sign for the new park would cost approximately$3,000 depending on size and location. Chair Hauble, seconded by Vice Chair Eder, moved to accept the Department/Commission Liaison Reports. Carried 2-0. V. Visitors/Public Comment: None VI. Public Hearings: None VII. New Business: A. Emerald Ash Borer Insecticide Injection: Arborist Widin reported that she conducted research on insecticide injection for ash trees. She recommended that if the City Page 3 of 10 Parks Commission Minutes October 21, 2013 Page 2 of 3 planned to take that approach, they should do an inventory of the remaining ash trees in the City. City Administrator Johnson reported that it would be approximately $750 per tree for ten years to save the trees. He stated that the City Council would discuss the idea at their budget worksession. Vice Chair Eder stated it would not make sense financially to treat every tree. He suggested reserving funds to treat 30 percent of the remaining ash trees. Vice Chair Eder, seconded by Chair Hauble, moved to recommend to the City Council to review costs to treat 30 percent of the ash trees based on the survey targeting most of the older trees and more prominent boulevard areas and review again in spring 2014. Carried 2-0. B. Set Grand QpeninglRibbon Cutting for Oak Park Crossing Park: Commission Liaison McComber recommended scheduling the ribbon cutting in conjunction with Play Day. Vice Chair Eder suggested having the 2014 Play Day at the new park sometime in June and having a scavenger hunt for the kids. Commission Liaison McComber suggested working with Summer Park Program Coordinator Zeuli to schedule that date. McComber suggested the Parks Commission consider what they would like the new park sign to look like. Vice Chair Eder suggested the sign be placed somewhere along the north side of the park by the frontage road. Chair Hauble, seconded by Vice Chair Eder,moved to carry discussion of signage location to the November meeting. Carried 2-0. C. Let's Move Cam ai n: Commission Liaison McComber presented an outline of the Let's Move Campaign. Vice Chair Eder stated he did not think there was enough of a benefit to participate at that time. Chair Hauble, seconded by Vice Chair Eder, moved to accept the information. Carried 2-0. VIII. Old Business: A. Parks Commission Vacancy: Chair Hauble, seconded by Vice Chair Eder, recommend to the City Council that Aaron Bye be elected to the Parks Commission. Carried 2-0. IX. Informational: A. Next Meeting: Monday,November 18, 2013 at 7:00 p.m. at City Hall B. Council Representative: Tuesday, October 22—Chair Hauble X. Works Dir. City Council,Parks Comm. City of Oak Park Heights From: Katharine D.Widin,Ph.D. 12/10/13 Municipal Arborist In November I attended staff meetings and discussed various tree and natural resource issues with city staff. The Parks Comm. meeting for November was cancelled. I checked various boulevard and park tree issues in November.I did inspections of trees, mostly on public property. I inspected tree removal and pruning work which had been completed by St. Croix Tree Service and authorized payment. In November I also started the list for winter pruning of boulevard and park trees scheduled for the first part of 2014. This month I worked on removing staking from newer boulevard and park trees to avoid trunk girdling. In October I inspected another nuisance tree request from a resident involving a silver maple on the boulevard with surface roots interfering with driveway and lawn mowing. This month there were no site review meetings or plans to review for development projects. In November, as is typical for the winter months, there were very few telephone calls or site visits to residents. November: City work= 16.0 hrs. January and February meetings have been changed to the week following the regularly scheduled meeting date, due to legal holidays occurring on the regular meeting date.
