WEEKLY.NOTES—December 20th,2013
Zoning!Develonment Items
1. The City has not received any new applications
2. Mr.Nolde and the City did close on the sale of$5.5 million in Revenue Bonds for
the financing of his next phase(memory care building).Many hours were spent by
all to complete this element. Related to tis,the City has released all former Letters of
Credit and rolled all obligations into the current project.
St. Croix River Crossing
The MSCWMO has responded to MNDOT regarding their submittal for Storm water
review. (see their letter of response).
I have asked that MNDOT make a specific public outreach to the Oakgreen Ave.area to be
generally impacted by the upcoming summer's construction, see my enclosed email and
map. MNDOT has responded that they will in fact start such efforts in February once they
fully understand their own timeline.
Street Reconstruction.
Based on some feedback from a few residents in Mark Swenson's neighborhood as well as
review for emergency vehicles, has directed the City Engineer to alter the
specifications for the street reconstruction to reduce the width of the roads in AREA B(M.
Swenson's neighborhood)from 32 feet to 28 feet. This is anticipated to save+1- $30,000
total costs for construction as well as reduced storm water and future materials costs for
reconstruction or sealcoating.Also,given the slopes of many of the front yards in the area,
this reduction may aid in flattening out those driveways a bit; and they likely will be fewer
tree impacts—saving$$as well. Enclosed is a cross section of a 28' street width. This
design allows parking on both sides and a 12' clear zone.
OTHER ITEMS:
• The City had an inspection from the MN Dept of Health of its two well houses; no
material deficiencies were noted. See enclosed from A. Kegley.
• The MN Dept of Health has responded to the City's submission of Phase II of the
Wellhead Protection Plan,stating that their review should be completed by March
13th,2013.
