WASH GTON COUNTY, MINNESOTA
A RESOLUTION ESTABLISIIING FINDINGS OF FACT AND
RECOMMENDING TO THE CITY COUNCIL THAT THE
REQUEST BY SNYDERS DRUG STORES FOR A
PLANNED UNIT DEVELOPMENT, SITE MODIFICATIONS,
AND IMPROVEMENTS AT THE LOWER ST. CROIX MALL
AT 60T11 STREET AND OSGOOD AVENUE NORTH
SHOULD BE APPROVED WITH CONDITIONS
WHEREAS the City of Oak Park Heights has received a request from Snyders
Stores for planned unit development amendment to allow for construction of a building

addition, improvements site modifications, and im rovements at the lower St. Croix Mali at 60 Street and
Osgood Avenue North; and after having conducted a public hearing relative thereto, the Planning
Commission of Oak Park Heights makes the following findings of fact:
1. The real p roperty affected by said application is legally described as

2. The applicant has submitted an application and supporting

3. The subject site is zoned B-2, General Business District and is subject to
the p lanned unit development approvals granted to the St. Croix Mall; and
4. Cit y prepared rep ared a memorandum dated August 5, 2003 reviewing the
request;
5. The Planning Commission held a public hearing at their August 14, 2003

meeting, took comments from the applicants and public, closed the public hearing, and made the
following recommendation:

NOW, TH1JREFORE, BE IT RESOLVED BY TIIE PLANNING
COMMISSION FOR THE CITY OF OAK PARK HEIGHTS THAT THE PLANNING
COMMISSION RECOMMENDS THE FOLLOWING:
A. The application submitted by Snyders Drug Stores for a planned unit development
amendment to allow for construction of a building addition, site modifications, and
improvements at the lower St. Croix Mali at 60th Street and Osgood Avenue North, and affecting
the real property as follows:

Be and the same as hereby recommended to the City Council of the City of Oak Park Heights for
approval subject to the following conditions:
1. Proof of ownership by C & H Properties must be provided, or SC Mali LLC must provide
written authorization for the application,
2. The applicant must provide color elevations and building material samples for Planning
Commission mission review and approval.
3. Details of the existing freestanding sign must be provided and plans for bringing the sign
into conformance with Section 401.15.G of the Zoning Ordinance must be submitted for
City review and approval. The freestanding sign shall not exceed 100 square feet and a
height of 20 feet. The freestanding sign base shall be surrounded with a landscape

degrees or less.
10. The exterior wall treatment of the ro osed dumpster enclosure shall be similar and/or
