Dear Mr. Hall:
The City is in receipt of your application materials submitted on February 12, 2014 for
the Hall Building at 13999 60th Street North. The application consists of requests for
Design Guidelines and site plan review for an addition and remodel to the building as
well as parking lot and landscape improvements. With this letter we are notifying you
that the application is not complete. The City will deem it complete with receipt of the
following items by February 26, 2014:
1. Provide an escrow in the amount of$1,000.00.
2. Please provide a current survey of the property.
3. Will the property be platted or will the existing meets and bounds description
remain?
4. Include the MnDOT plan for the trail and connections into the site.
5. Overlay the MnDOT roadway, utility and stormwater plans for the proposed
improvements. Have you discussed the access location with representatives of
MnDOT?
6. Provide the existing/proposed impervious surface coverage on the plan. Provide
drainage calculations.
7. Provide a location for the freestanding sign. Will the existing sign be refurbished
or a new sign constructed? The Design Standards indicates that monument
signs are preferred in this area.

8. Provide your calculations for parking. It appears as though the building will be
under-parked as currently proposed.
9. Provide a readable photometric plan. It is not possible to read the numbers on
the full scale plan.
10. Identify any screening for mechanical equipment.
11. Provide a plan for the dumpster enclosure including types of materials.
12. A building materials sample board will be required for the Planning Commission.
Staff reviewed the application materials at a meeting on February 19, 2014. We would
invite you and your representatives to a staff meeting on February 26, 2014 at 10:30 AM
at City Hall to discuss these issues and address any questions you may have.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for March 13, 2014 at 7:00 PM in
the City Hall Council chambers. If the materials are not received by February 26, 2014,
the application will not be deemed complete and Panning Commission review would
need to be delayed until the materials are received and the application deemed
complete.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required. Please contact me
with any questions you may have.
