PARKS COMMISSION MEETING MINUTES
Monday, February 25,2013 at City Hall
I. Call to Order: Chair Hauble called the meeting to order at 7:08 p.m. Present: Vice Chair
Eder, Commissioner Krieger, Commissioner Melin, and Commissioner Viers; City
Administrator Johnson, Arborist Widin, Public Works Director Kegley, and Commission
Liaison McComber. Absent: None.
II. Approval of Agenda: Vice Chair Eder, seconded by Commissioner Krieger,moved to
approve the Agenda. Carried 5-0.
III. Approval of Parks Commission Minutes—January 28, 2013: Commissioner Viers, seconded
by Commissioner Hauble, moved to approve the Minutes. Carried 5-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Widin reported that the winter boulevard tree pruning had
commenced and was scheduled to be completed in March. The Arbor Month
Proclamation was on the City Council's Agenda for adoption on February 26.
Widin reported that no Emerald Ash Borer has been found in Washington County at
present. She was working on updating the Emerald Ash Borer management plan.
Widin reported that she received a few complaints regarding box elder trees on the
boundary of Linear Park. She stated she marked those trees for pruning or removal.
Arborist Widin reported that the level of snow received that season would help with
soil moisture for the trees.
Chair Hauble noted that Xcel Energy did a lot of tree pruning along the DNR
property and Brekke Park. He requested that Arborist Widin take a look at the area
because it appeared there were four or five trees that had all the branches cut off of
them,but the trees were not cut down.
B. Public Works Director: Public Works Director Kegley provided a report on ice rink
usage. He stated warming houses would remain open until the ice was no longer
suitable for skating.
C. Other/Commission Liaison Reports: Commission-Liaison McComber reported that
MNDOT was going to be offering what was called a STEM program with Junior and
Senior High School students to help them become interested in the St. Croix River
Crossing project as it progressed. She stated she would speak with Summer Park
Program Coordinator Zeuli to see if she wanted to incorporate the STEM program
into a summer park program for the older kids who may be interested in technology
and engineering.
Commission-Liaison McComber also reported that the Spring Clean-up was set for
Saturday, May 18.

Commission Liaison Reports. Carried 5-0.

A. Capital Needs Discussion: Chair Hauble reported that the Parks Commission held a
Worksession to discuss capital needs. He stated that they worked to prioritize
projects from a list. He stated that the Parks Commission wanted to meet again the
following month to further narrow down the list.
Vice Chair Eder, seconded by Chair Hauble,moved to set a Worksession prior to the
March 18 meeting at 6:00 p.m. at City Hall. Carried 5-0.
B. Communication on Ball Fields: City Administrator Johnson reported he met with
Mike Tompkins of the St. Croix Valley Athletic Association. He stated that Mr.
Tompkins indicated that if the St. Croix Valley Athletic Association wanted to use
the Stillwater Area High School fields,they could access them. He stated that the
issue was not access,but was cost and timing. He stated that some agencies charge a
fee for them to use the fields.
Johnson provided the Parks Commission with a copy of the Developer's Agreement
between the Independent School District and the City of Oak Park Heights. He
stated that the City waived the requirement that they provide at park dedication fee
with a caveat that the school district shall allow the use by the public of the various
athletic fields for community athletic events. He stated there was nothing in the
agreement regarding fees.
Johnson suggested that at some point all the area municipalities,the school district,
and the St. Croix Valley Athletic Association needed to have a meeting.
Chair Hauble, seconded by Commissioner Viers, moved to direct City Administrator
Johnson to move forward with connecting with the right people to continue
discussion on that issue.
C. Vending(Soda) Machines: City Administrator Johnson requested that the Parks
Commission provide any comments on the draft agreement for the soda vending
machines at City parks. Vice Chair Eder stated he thought it was worth trying it out
for a year and obtaining feedback from the vendor.

Municipal Arborist
In January and February I attended staff meetings and discussed various tree and natural
resource issues with city staff. I completed the 2012 final report and 2013 work plan,which
were submitted to the City in January.
For the Parks Commission meeting on 1/28/13,1 was making a presentation in North
Branch that evening and could not attend the meeting. I referred the commission to my report of
Dec. 2012 which was included in the meeting packet. For the Parks Commission meeting on
Feb.25"',I reviewed the.agenda and prepared and presented a report on forestry and natural
resource activities in the city. The Parks Comm.requested that I take a look at some line
clearance pruning by Xcel done in 2012 at the south edge of Brekke Park and report back to the
City regarding the method of pruning and what effect it might have on the trees. I inspected the
trees in question 2/26,took photos and reported back to city staff.
I checked various boulevard and park tree issues in January and February. In January,I
completed the list of boulevard trees to be pruned in winter of 2013,and also prepared and sent
out the quote request to tree services. I reviewed the quotes and prepared them for the City
Council meeting on 1/22/13. St. Croix Tree Service was awarded the work. I compiled property
addresses where trees were to be pruned and forwarded those and a letter to city staff to send out
letters to residents for notification of boulevard tree pruning. In February,I inspected, and
completed a list of,potential risk and nuisance trees along the south boundary of the Linear Park,
which borders the back yards of properties on 56`h St. and Novak Ave.. The City has received
several complaints regarding the trees,mainly boxelders,overgrowing landscape trees and
shrubs. One large boxelder along that boundary failed into a back yard in summer of 2012,
causing some damage to a deck. I prepared a quote request for tree removal and pruning and
sent it to tree services. I compiled a list of addresses and composed a letter which city staff sent
to residents with property adjoining this boundary to notify them of the possibility of tree work
along the Linear Park boundary. Quotes for this work will be considered at the City Council
meeting 3/26/13.
In January and February I did some internet research and also attended a seminar re:
emerald ash borer management for municipalities. This information will be added to the 2013
EAB Management Plan update for Oak Park Heights.
In February I wrote several articles for the spring issue of the City Newsletter and
forwarded them to city staff.
In February I also edited and forwarded to city staff the 2013 Arbor Day and Month
Proclamation for adoption prior to Arbor Day in April. This is a requirement for the 2013 Tree
City,USA award.
The first two months of 2013 I returned telephone calls to several residents regarding
brown needles on evergreens and a possible invasive weed sighting in the pond at Autumn Hills
Park.

Re: Tree City USA Ceremonial Tree Planting
The City's annual Party in the Park event has been rescheduled from its
usual Tuesday night celebration to Sunday, September 8 this year.
As you recall, the City typically held the Tree City USA ceremonial tree
planting on the same evening as Party in the Park.
Arborist Widin will not be available on Sunday, September 8. She has
suggested the Parks Commission set the date and time for the Tree City USA
ceremonial tree planting. One possible option to consider would be prior to
the May 20 Parks Commission meeting.

The City wanted to inform you that this fence quickly deterior Ing and replacement of such fence is
cost prohibitive relative to other needs in the City's parks. ordingly,the City is anticipating removing
these fences in 2018 and replacing them with a 6'chain ' k fence.
If you would desire to have a privacy fence installed you may plan to install a fence on your side of this
new chain link fence.The City hopes that by providing this significant lead time,you will have time to
prepare for the installation of a privacy fence if you so choose.
Lastly,the installation of a chain link fence would allow the placement of a gate from your property to
the City Park. If you would believe that is something you would like to have installed at the time of such
construction, please let the city know and we will work with you on that installation, including providing
some possible cost sharing;otherwise the gate would not be installed.
Again,this project is several years from being implemented, but it is vital to plan for these changes early.
Please let me know if you have any immediate questions and of course the City will send a follow-up
letter when the timeline for this project gets closer.
