winter 2013 Pruning of 324 boulevard and park trees as part of a 5-7 year rotation
pruning program plus additional 60 trees pruned for vehicle clearance,
storm damage or health of tree
winter through fall 2013 Arborist reviewed landscape plans and/or inspected landscape installations
for 9 development projects. Arborist also attended site review meetings
with staff and developer regarding some of the development projects.
Arborist worked with City staff on implementation of the Tree Protection
Ordinance - 5 development projects within the City required tree
protection and tree replacement review&inspection.
2013 Removal of more than 20 ash trees in boulevard rights-of-way and park
areas and planting of new trees of other species to increase tree species
diversity now that emerald ash borer has been found in Minnesota. Most
of the ash removed had significant storm damage(canopy fractures or
wind-throw of tree)due to serious storms in June 2013. This year,the
Arborist prepared a summary of benefits and costs associated with
injection of high value ash in good condition,with systemic insecticides, to
help in management of EAB once it 2pRLars in Oak Park Hei ts.

May 2013 A northern pin oak was planted in Autumn Hills Park for the city's
ceremonial tree planting on May 20,2013
end of August 2013 50 trees planted as either new or replacement boulevard or park trees.
summer 2013 Inspections of trees in boulevards and parks, and inspections for diseased
trees on public and private property completed by Arborist; inspection of
boulevard and private trees also done by Arborist at request of residents
(177 tel. calls, 123 site visits)(2012: 162 telephone calls, 84 site visits).
There were several serious storms in late June,which resulted in a lot of
storm damage to trees. Numbers of trees pruned,removed and planted
were greater in 2013 because of these storms. Tree removals and pruning
done on an"as needed"basis.
fall 2013 The remaining tree pruning and removals of risk, damaged,dead and
diseased trees were completed.
December 2013 List of boulevard trees was compiled for the 16 year of rotation pruning
to be done winter of 2014

The City's annual ceremonial tree planting was held in Autumn Hills Park on May
20th, when a northern pin oak was planted by Parks Comm. members.
The 2013 Arbor Day Proclamation is attached. This was approved by the OPH
City Council Feb. 26, 2013.

PROCLAMATION
WHEREAS: Minnesota is home to many of our nations natural resources,foremost
among them are our beautiful and abundant forests;and
WHEREAS: Trees are an increasingly vital resource in Minnesota today,enriching our
lives by purifying the air,conserving soil,water and energy,creating jobs
through a large forest products industry,serving as recreational settings,
providing habitat for wildlife of all kinds,and creating beautiful
landscapes to make our communities more livable;and
WHEREAS: Human activities such as construction damage,pollution and neglect,as
well as climatic extremes,disease and insects threaten our trees,creating
the need for concerted action to ensure the future of community and rural
forests in our state and throughout the country;and
WHEREAS: Each individual can act locally to improve the environment by planting
trees and ensuring that these trees are protected and receive proper
maintenance in the years ahead;and
WHEREAS: Each year on the last Friday in the month of April and throughout the
month of May,the people of Minnesota pay special tribute to the vital
natural resource that our trees represent and dedicate themselves to the
continued vitality of our state's community and rural forests;
NOW,THEREFORE I,Mary McComber,Mayor of the City of Oak Park Heights,do
hereby proclaim Friday,April 26,2013 to be
ARBOR DAY
and the month of May,2013 to be ARBOR MONTH in Oak Park Heights,Minnesota.
