PARKS COMMISSION MEETING MINUTES
Monday, February 24, 2014 at City Hall
1. Call to Order: Chair Hauble called the meeting to order at 7:00 p.m. Present: Vice Chair
Eder, Commissioners Bye, Krieger, and Viers; City Administrator Johnson, Arborist Widin
Summer Park Program Coordinator Zeuli, and Commission Liaison McComber. Absent:
Public Works Director Kegley.
I1. Approval of Agenda: Vice Chair Eder, seconded by Commissioner Krieger, moved to
approve the Agenda. Carried 5-0.
III. Approval of Parks Commission Minutes —January 27. 2014: Vice Chair Eder, seconded by
Commissioner Krieger, moved to approve the Minutes as printed. Carried 5-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Widin reported that her report and the 2014 work plan were
included in the meeting packet. She said she would be attending a two-day Emerald
Ash Borer(EAB)management conference in two weeks. She reminded residents
that EAB had not yet been confirmed in Washington County. Widin also reported
that she attended a buckthorn management conference the previous week and would
prepare information on that. She indicated that tree pruning had started and would be
complete by March 31, and the Tree City USA Award was approved by the Arbor
Day Foundation.
B. Public Works Director: Commission Liaison McComber reported that Public Works
Director Kegley was on vacation.
C. Other/ Commission Liaison Reports: Commission Liaison McComber reported that
the Playful City USA committee met the previous week, and letters were mailed
inviting neighbors of Swager Park to the Public Hearing on that evening's agenda.
Commissioner Viers, seconded by Vice Chair Eder,moved to accept the Department/
Commission Liaison Reports, Carried 5-0.
V. Visitors/Public Comment: None
VI. Public Hearings:
A. Swager Park Playground: City Administrator Johnson provided a presentation. Vice
Chair Eder stated that he liked the idea of a boulder climbing structure. The
Commission discussed location for the new equipment. Eder stated that he thought
the equipment should be on the north side of the trail. Chair Hauble suggested that
the existing equipment be left where it was. No public comments were made.
Vice Chair Eder, seconded by Chair Hauble,moved to direct City staff to proceed

with pricing options with a boulder-style design on the north side of the trail east of
the existing shelter. Carried 5-0.
VII. New Business:
A. Park Bench Donation Request: Commission Liaison McComber reported that a
request was made by Joyce Simonson to donate a bench in memory of her husband.
Vice Chair Eder reported that the City was in need of more benches along the trail in
Oak Park Crossing Park. Chair Hauble suggested discussing the bench location at
the spring park walkthrough.
B. 2014 Summer Park Program Schedule: Suinmer Park Program Coordinator Zeuli
provided the proposed summer program schedule to the Parks Commission. No
action was taken.

A. Next Meeting: Monday, March 17, 2014 at 7:00 p.m. at City Hall

In March I attended staff meetings and discussed various tree and natural resource issues
with city staff.
The Parks Commission meeting scheduled for 3/17/14 was cancelled.
I checked a few boulevard and park tree issues in March. I communicated with St. Croix
Tree Service re: the winter pruning of boulevard and park trees and the work was completed by
the end of March. Once I received an invoice for the work,I checked trees on the list and
verified that the work had been completed satisfactorily. A portion of the payment will be held
by the City until some turf damage due to a bucket truck used at Brekke Park is repaired by St.
Croix Tree Service(now St. Croix Sav A Tree)this spring.
In March I received notification from the Minn. Dept. of Natural Resources that Oak
Park Heights would be receiving their Tree City USA award materials for 2013. The materials
were sent to me and I delivered them to the City. Oak Park Heights has now been a Tree City
for 32 years.
This month I attended a two day symposium on Emerald Ash Borer Management. The
information from this symposium will be valuable as I prepare the EAB Management Plan
update for the City. Costs to attend this symposium were shared with the Cities of Stillwater and
Mahtomedi, as well as my consulting business, Plant.Health Associates. I will be preparing
information on possible insecticide injection of boulevard and park trees to protect high quality
ash trees from emerald ash borer. This information will be presented to the City Council within
the next few months.
In March I reviewed quotes received from Minnesota Native Landscapes and Prairie
Restorations, Inc. re: 2014 maintenance for the prairie restorations in Valley View Park and west
of Swager Park. I prepared the quotes for the City Council meeting on March 251h, when
Minnesota Native Landscapes was approved to do the work.
This month I also worked on data entry for the update to the inventory of trees along
boulevards and in park active areas in Oak Park Heights.
In March I wrote several articles related to trees for the spring issue of the City
Newsletter.
This month,due primarily to colder temperatures and snow,there were only a few
telephone calls or site visits to residents.

Re: Pedestrian Crossing Light
As you are aware, the City Council approved the installation of a pedestrian
crossing light across Oakgreen Avenue. At the April 8, 2014, City Council
meeting, the City Council discussed installing a similar pedestrian crossing
signal at the intersection of 58th Street North and Nova Scotia near the
entrance to the linear park trail (see map below). The City Council requested
that the Parks Commission review the area and make a recommendation
since the crossing involves a park trail. A member of the council wanted the
Parks Commission to consider whether the crossing lights give pedestrians a
false sense of security. The Public Works Director was requested to install a
sign that read to use caution when crossing the street.

Enclosed you will find a tabulation and images of the [proposed sign for the alcove named park.The City
received two bids from two sign companies—Sign Source and Openwood. Open wood did craft the
current park signs.
Both appear to be quality signs and are competitively priced. It would simply vary somewhat on the final
size selected.
I will go through the enclosed spreadsheet at the meeting.

Please find enclosed the requested proposal for the Oak Park Crossing sign. As the
designers and fabricators of your other park signs,the consistency from Openwood_
Studios will be right on.
Please note that I have indicated three size options for you to consider. Our records show
that the Valley View sign is eight feet and with this name as long I wanted to give you
that option. I have also included a seven foot and six foot option. I am also
recommending dropping the second "Park" in the name. As you can see from our
drawing, the name would become•even more condensed and I feel a bit redundant. .
