Box 36 Stillwater, MN 55082 RE: Oak Park Heights — Palmer Property Subdivision — Planned Unit Development/Conditional Use Permit/ Rezoning/Preliminary and Final Plat — Oakgreen Avenue North and Oak Park Blvd FILE NO: 236.02 — 14.02 Dear Mr. Lynskey: The City is in receipt of your application materials submitted on May 14, 2014. The application consists of requests for Planned Unit Development/Conditional Use Permit, Rezoning, and Preliminary/Final Plat to allow development of a 13 lot subdivision at Oakgreen Avenue North and Oak Park Boulevard. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by May 28, 2014: 1. Provide an ownership report from a title company. 2. Provide a copy of the option agreement with the fair market value to establish park dedication. 3. Consider incorporating Outlot A into Lot 13. This can be discussed further at our meeting with you next week. 4. Provide additional information and a narrative from Creative Homes, Inc. regarding the housing product proposed for the development. 5. Revise the building pads on the plans to represent the correct setbacks. The sideyard setback requirement is 10 feet. 6. Revise the plans to include the lot width at the 30 foot setback. 7. Provide a geotechnical report for the property. 8. Provide a typical road section showing roadway depth and subsurface. Mick Lynskey Page 2 9. Include the location of all existing wells and septic tanks/fields. 10. Consider the addition of a ten foot easement for trail access between Lots 6 and 7. This can be discussed further at our meeting with you next week. 11. Provide a plan for street lighting. 12. Provide a plan for how the wetland buffering will be signed. 13. Issues related to a homeowners association and whether this should be a private street should be discussed further at our meeting next week. 14. Please indicate when and where the neighborhood meeting will be held. We would invite you and your representatives to a staff meeting on May 28, 2014 at 10:00 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for June 12, 2014 at 7:00 PM in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
