SUBJECT: Neighborhood Informational Open House for the Development of the
Property at 5625 Oakgreen Ave.N. Oak Park Heights, MN
MESSAGE:
Hello neighbor. When Al and Margaret Palmer purchased the property at 5625 Oakgreen
Ave.N. in the raid 1950's, Oakgreen Avenue was just a gravel road. They loved the
rural character of the property as there was only one other home within their sight. As
the years passed, they watched as parcel after parcel be to develop around them.
Today,their 6.76 acre parcel is surrounded by single family homes. There have been
three generations of the Palmer family to live on the property and consider it"home".
However, like their neighbors before them,the time has come for the Palmer family to
see their property used in a similar manner as their neighbors.
On behalf of the Palmer family and Creative Homes, Inc. we would like to invite you to a
neighborhood informational open house. We are proposing to use the property in the
manner in which it has been guided in the City's Comprehensive Plan.Enclosed you will
find our proposed plat for(13)single family lots. Home and lot packages will be starting
in the$400,000 range. We will have some examples of product that the builder, Creative
Homes, Inc. will be constructing in the neighborhood. Also;myself, Al Palmer(the land
owner), and the project engineer will be on hand to answer any questions or concerns you
may have.
The open house will be held in the Council chambers at the Oak Park Heights City
Hall on Monday June 9th from 5-7 p.m. If you are unable to attend but have

UPDATED MEETING SCHEDULE—Thru July 29th,2014 -Please note th. the plann.,• Jun
ceremonial DEED transfer from the Dept.of Correction to the Bayport Fire De or the
proposed new station has been delayed due to some time conflicts.
Zoning/Development Items
1. The City has not received any new development submissions.
Enclosed is a copy of the communication sent from the Developer of the Palmer property to
_ residents about a'neighborhood meeting' p ted for Monday,June 9th. This is a
meeting held by the developer, 'independent of any direct City en .lement. We have
permitted the use of the City Hall meeting space to aid in the nature of the meeting,but staff
has no involvement.
3. ' - : !the resident at 14196 53'd s removed all the boulevard trees without permission
and would be subject to a misdemeanor violation.As an alternative to that s : ' has provided
him a method to compensate for the damages.Please see the enclosed communication to the
owner • outlines the restoration plan.
4. Due to noise complaints,The Stillwater Bowl has been requested on several occasions to
relocate his outdoor speakers from facing west to a new location that faces east and not at
the homes on Olene Ave.Despite these requests,this action has not been taken care of,
accordingly . " has sent one last letter to Stillwater Bowl,Mr.Randy Urtel,see enclosed.
5. McDonalds has remaining items and owes Sewer Access Charges from their reconstruction
project.After more than a year of awaiting compliance,a fmal deadline has been issued for
July 31'.If at such time these matters are not address,the temporary permit for their
occupancy will be revoked and the facility could be ordered closed until compliance is
made.
6. Mr.Nolde has been directed to address several areas of debris piles and general clean-up at
his development,east of Nova Scotia Ave.
7. Due to complaints received,Valley Floral located at 6188 Beach Road,has been reminded
that they may not have deliveries prior to 7 am.
St.Croix River Crossing
MNDOT has provided a layout for the upcoming Oak! n Ave Street Closure planned for
July/August—total closure is planned for 28 continuous days once commenced,after that the street
will remain under construction

Please be aware that MNDOT and the Ames-Lunda,the contractor,have requested that the City
assume the locating responsibility for utilities installed by them,but not officially conveyed to the
City.The City has responded that the City cannot assume this responsibility. Following the letter of
the MUA—section XV.Utility Ownership,the City is"responsible for operating and maintaining its
facilities"and which includes"locates"as a function of operation. However,this responsibility to
locate only becomes the City's burden upon the completed transfer to the City of such facilities.At
this juncture the Utility Work is incomplete;there have not been final inspections nor has the City
