Stephan Stephan Stagecoach Property LLC 22200 Meadowbrook Avenue North Sca nd ia, MN 55073 RE: oak Park Heights --- Conditional Use Permit for outdoor storage and Parking of School Buses at 5280 -5302 Stagecoach Trail North FILE No: 798.02 — 08.04 Dear Ms. Stephan: The City of oak Park Heights is in receipt of your application submitted on April 9, 2008 seeking consideration by the City of your request for a conditional use permit to allow outdoor storage of landscape maintenance equipment and materials, as well as extending the conditional use permit for outdoor parking of school buses at 5280 -5302 Stagecoach Trail North. Please note that the conditional use permit for outdoor bus storage for Ryder Student Transportation Services, Inc., approved by the City on September 22, 1990, has expired. It has been more than one year since the storage of buses has occurred on the property. As such, the use has expired under Section 401.03.0.4 of the Zoning ordinance. The application shall include the request for a new conditional use permit to allow outdoor bus storage. With this letter, we are notifying you that your application will be deemed complete with the receipt of the following items by April 23, 2008. If the materials are not submitted by that date, the application will be deemed incomplete and returned by the City. 1. An original signed application will need to be submitted to the City. 2. The applicant should provide an existing landscape plan and photo documentation to indicate the level of screening around the property. 3. Please clarify if there are to be any above ground /outdoor storage of gas /oil or other chemicals. 4. Provide copies of any Minnesota Pollution Control permits, if required, for storage and handling of hazardous materials. Ms. Barbara J. Stephan April 17, 2008 Page Two 5. Please note if there is to be any change to the lighting or signage for the parking. 8. Indicate where trash and recycling storage will be accommodated for the landscape and bus transportation businesses. 7. Provide a detailed site plan indicating where the equipment and materials will be stored for the landscape business. 8. Provide your proposed hours of operation. 9. Please indicate the level of sewer and water service to the buildings and state whether any changes will be made as a result of this application. Staff reviewed the application materials at a meeting on April 10, 2008. We would invite you and your representatives to a staff meeting on April 23, 2008 at 9:30 AM at city Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning commission would consider the application at their meeting scheduled for May 8, 2008 at 7:00 PM in the city Hall council chambers. Pursuant to Minnesota Statutes 15.99, Subd. 3(f), the city of oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of application) inasmuch as the city has determined that additional research and study by city staff relative to the complexity of the project as proposed will be required.
