The application consists of a request for a Conditional Use Permit to allow for the dealership use at this location and variances for signage and lighting. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by October 1, 2014: 1. Please provide the second page of the original application with signatures. 2. Please identify the number of existing vs proposed parking stalls with the redevelopment. 3. Provide colored elevations for all of the building facades. 4. Provide building material samples by the time of the Planning Commission meeting. 5. Provide a calculation of glass transparency for each of the facades. 6. Related to lighting, provide cut sheets for the proposed light fixtures including the poles and bases. The lighting plans should be revised to meet the foot candle requirements of the Zoning Ordinance. 7. Revise the landscape plan to provide a planter or plantings at the base of the freestanding signs. David Phillips Page 2 8. Provide a graphic from Highway 36 with views to the site from both the east and west that will justify the need for the 40 foot freestanding sign. 9. If there will be any car display areas outside of the defined parking area, please identify on the plans. 10. Will there be any changes to the trash enclosures or mechanical equipment that will require additional screening? Staff reviewed the application materials at a meeting on September 24, 2014. We would invite you and your representatives to a staff meeting on October 1, 2014 at 10:30 AM at City Hall to discuss the application and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for October 16, 2014 at 7:00 in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
