SPECIFICATIONS FOR
SUPPLYING MOWING SERVICES
GENERAL:
It is the intent of these specifications to detail the requirements supplying street mowing
services.
This contract will be in effect from April 15, 1998 to December 1, 1998,with a possible
one (1)year extension for 1999.
BID
CONSIDERATIONS:
1. Services shall be as specified and shall meet all Oak Park Heights specifications
referred to within.
2. Bids offering lesser quality of services or equipment will not be considered.
3. It is expected that all services will be delivered or furnished as per bidder's
proposal. Failure to do so at that time may be cause for cancellation of award.
4. Questions of interpretation of these specifications shall always be resolved in
favor of the City of Oak Park Heights.
5. The City Council reserves the right to reject any or all bids and to waive minor
items,informalities,defects or technicalities in any, or all,bid(s).
EXCEPTIONS TO
SPECIFICATIONS:
Should any prospective bidder take exception to any portion of these
specifications, it shall notify the City,in writing, seven(7) days before bid
opening. Failure to do so shall cause forfeiture of this opportunity at any later
date and may be cause for rejection.
AWARD:
Final contract award shall be based on,but not necessarily limited to,the factors
of price,the experience of the City's and others with the services being proposed,
and the City's evaluation of the vendor's ability to service the City.
Each bid proposal must be clearly identified on the outside of the envelope as
"BID FOR SUPPLYING MOWING SERVICES" and shall show the name and
address of the bidder.

1. INVITATION FOR BIDS: Sealed bids will be received by the City of Oak Park
Heights, 14168 N. 57th St., P.O. Box 2007, Oak Park Heights, MN 55082 until 3:00
P.M., on Thursday,April 9, 1998, for the supplying of certain mowing services. This
contract shall run from April 15, 1998 to December 1, 1998,with a possible one (1)year
extension for 1999.
2. The City of Oak Park Heights reserves the right to award the bid in part or in whole to a
single bidder,to reject any and all bids,to waive irregularities and informalities therein
and further reserves the right to award the contract to the best interests of the City.
3. Payment for all work will be by City check and each supplier will be required to submit
invoices detailing charges billed to the City of Oak Park Heights.
4. The attached proposal form is to be used for submitting prices for the following described
services for the duration of this contract.
5. The City of Oak Park Heights has 5 park and City Hall mowing sites. All bidders should
visit the sites to ascertain accessibility to the facilities.
6. Contractors must submit list of equipment to be used in the City.
*Estimated hours, total cost, and cost per hour for mowing and maintaining all
locations on a weekly basis.
*Maintenance includes trimming fence and tree lines.

Lawn Care Contract
Between
The City of Oak Park Heights
Valley Creek Lawn & Landscape, Inc.
This contract will include the following:
A. Weekly lawn mowing for the following locations:
Valley View Park, Brekke Park, Swager Park, Cover Park and the City Hall
B. Lawn mowing to include:
-Mowing all areas of grass specified by the city supervisor at each location.
- Grass to be mowed at 2 inches to 2.5 inches pending on the season. In the Spring
and Fall the grass will be mowed shorter if summer weather is hot and dry grass
will be cut longer to help ensure healthiness.
- Trimming around edges as needed,but no less than once per month.
- Sidewalks and parking areas to be blown off after mowing in these areas.
-All trash and debris to be picked up prior to mowing on and near locations listed.
- Any other areas to be mowed shall be specified and priced separately.
Extra mowing will be billed at an hourly rate of$25.00 per hour. Trimming,blowing,
and cleaning is included. The City of Oak Park Height's Lawn Maintenance Supervisor
will specify the new areas to be mowed. Billing will be broken down with the specific
areas mowed.
Any other landscaping or maintenance work will be bid on separately.
Choice 1
The weekly rate will be $600.00 ($25.00 an hour) for all 4 parks and City Hall Building.
Valley Creek Lawn& Landscape Inc. will bill Oak Park Heights on a monthly basis
beginning April 15, 1998
Choice 2
The monthly rate will be$2000.00 per month. This is April 1, 1998 through Oct 31,
1998. This would include spring cleanup(see spring cleanup in the Description Sheet)
weekly mowing, and fall cleanup-leaf vacuuming for October. Any additional labor
needed for the months November and December would be an hourly rate of$25.00 per
hour. This monthly rate is discounted from the weekly rate.

Spring cleanup of parking lots, sweeping winter sand and debris hourly rate of$45.00 per
hour. This would include sweeping/blowing gutters and curbs. Debris from spring
cleanup and fall cleanup and sweeping of sand will be hauled off sight and disposed of in
an environmentally safe manner.
There will be a 1-month trial period to change any wording in this contract. This contract
can be terminated at any time upon contract related problems of work not being
performed by Valley Creek Lawn&Landscape Inc.
Special Notes:
• Work shall include all labor, supervision,tools,vehicles, supplies and other services
that are necessary to maintain the landscaped areas.

Lawn Care Contract
Between
The City of Oak Park Heights
Valley Creek Lawn & Landscape, Inc.
This contract will include the following:
A. Weekly lawn mowing for the following locations:
Valley View Park,Brekke Park, Swager Park,Cover Park and the City Hall
B. Lawn mowing to include:
-Mowing all areas of grass specified by the city supervisor at each location.
-Grass to be mowed at 2 inches to 2.5 inches pending on the season. In the Spring
and Fall the grass will be mowed shorter if summer weather is hot and dry grass
will be cut longer to help ensure healthiness.
-Trimming around edges as needed,but no less than once per month.
-Sidewalks and parking areas to be blown off after mowing in these areas.
-All trash and debris to be picked up prior to mowing,on and near locations listed.
Any other areas to be mowed shall be specified and priced separately.
Extra mowing will be billed at an hourly rate of$25.00 per hour. Trimming,blowing,
and cleaning is included. The City of Oak Park Height's Lawn Maintenance Supervisor
will specify the new areas to be mowed. Billing will be broken down with the specific
areas mowed.
Any other landscaping or maintenance work will be bid,on separately.
Choice 1
The weekly rate will be $600.00($25.00 an hour) for all 4 parks and City Hall Building.
Valley Creek Lawn&Landscape Inc.will bill Oak Park Heights on a monthly basis
beginning April 15, 1998
Choice 2
The monthly rate will be$2000.00 per month. This is April 1, 1998 through Oct 31,
1998. This would include spring cleanup(see spring cleanup in the Description Sheet)
weekly mowing, and fall cleanup-leaf vacuuming for October. Any additional labor
needed for the months November and December would be an hourly rate of$25.00 per
hour. This monthly rate is discounted from the weekly rate.

Description Sheet
I. Lawn care will include the following:
A. Spring Cleanup:
-Sod repaired from snowplow damage(extra charge if Valley Creek did not damage
sod)
-Trimming o f shrubbery/trees
as needed(trimming of dead and broken branches, tree
branches being trimmed not to exceed 10 feet above the ground)
-General "shape up" of property
-Clean out rock/mulch beds
-Sweep parking lot/driveway areas of winter sand(this is an optional item. This may be
an extra charge.)
B. Weekly,Mowing:
-Every week or as needed each month
-Trim around edges as needed
-Mowed clippings will be blown off parking areas and sidewalks
-Mowing to be done at the end of the week so grounds look good for Sundays(applies to
churches)
C. Fertilizing:
1 -Dates are approximate
-Pre-emergent granular crabgrass control by May 25 •
-Apply granular slow release fertilizer twice a season(Fertilizer will contain nitrogen,
potassium, phosphorus)First application by June 15, second application by September
30
-One application of granular pre-emergent herbicide by May 25, two liquid applications
of broadleaf herbicide, first application June 25 and second by August 30.
-Only government EPA approved chemicals will be used.
-If weed control efforts are hindered by untimely rainfall,re spraying will be done at no
additional charge.
-All applications of pesticides classified for restricted use will be applied by a certified
applicator.
D. Shrubbery:
-Prune/trim shrubbery,trees, plantings as needed throughout the season
-Keep rock/mulch beds weed free throughout the season
-Note: Tree trimming/pruning 6 feet above ground only(above 6 feet extra charge)

A. Plowing:

plowed curb to curb
-Snow to be removed from the area will be charged at an hourly rate which would be
bid with the annual contract.
B. Sanding: extra charge
(Sanding can be done on an on call basis or a scheduled basis)
-On call basis: Your organization requests services
-Scheduled basis: Your organization is on a list to be sanded with other parking lots in
the area.
Special Notes:
1. April and May is generally spring clean up month for those contracts that have spring clean up.
2. Summer maintenance months are April 1 through October 31. (taxable months)
3. Winter maintenance months are November 1 through March 31. (non taxable months),
4. Contract billing will be sent at the beginning of each month and is due by the 10th of each month.
5: Two months trial period to change any wording in this contract or work provided.
6. Contract can be terminated at any time for work not being completed as stated in the contract..

Spring cleanup of parking lots, sweeping winter sand and debris hourly rate of$45.00 per
hour. This would include sweeping/blowing gutters and curbs. Debris from spring
cleanup and fall cleanup and sweeping of sand will be hauled off sight and disposed of in
an environmentally safe manner.
There will be a 1-month trial period to change any wording in this contract. This contract
can be terminated at any time upon contract related problems of work not being
performed by Valley Creek Lawn&Landscape Inc.
