He said that I would need to notify the Recorder's Office of this change. The City Council has passed resolutions officially changing these street names, which are enclosed. The CITY OF OAK PARK HEIGHTS will pay a fee to the County of Washington of$.40 per parcel with the minimum charge of$100.00 for the Digital Parcel Maps Data Base that is current at the time of purchase. All subsequent updates will be $.40 per parcel with the minimum charge of$100.00 or the current County fee in effect at the time of purchase. Future updates can be provided only in the areas covered under this Agreement. 2. The CITY OF OAK PARK HEIGHTS and its employees, consultants, or agents may combine the Digital Parcel Maps Data Base with different data to create new and original electronic or hardcopy products which the CITY OF OAK PARK HEIGHTS can use. However,the CITY OF OAK PARK HEIGHTS and its employees, consultants, or agents shall not reproduce or duplicate the Digital Parcel Maps Data Base in electronic form for sale, licensing or distribution in any manner; except it may create one electronic backup copy for its own internal use. 3. The County is furnishing the Digital Parcel Maps Data Base on an "AS IS" basis, without any support whatsoever, and without representation or warranty, including but not in any manner limited to fitness, merchantability and completeness of the Digital Parcel Maps Data Base. 4. The CITY OF OAK PARK HEIGHTS agrees to hold the County and all its agents and employees harmless from and indemnify the County, its agents and employees against any and all liability, claims, damage, loss and expense arising from the utilization of this Digital Parcel Maps Data Base. 5. The Digital Parcel Maps Data Base is neither a legally recorded map or a survey and is not intended to be used as one. The Digital Parcel Maps Data Base is a compilation of records, information and data from various city, county and state offices and other sources and should be used for reference only. No representation is made that the features presented, accurately reflect true location. Washington County or any other entity from whom data was obtained assume no liability for any errors or omissions herein. A pamphlet entitled, Guidelines and Issues for Working with Addressing Data, has been produced by the MetroGIS Standards Advisory Team. The Minnesota Geographic Metadata Guidelines, as developed by the Governor's Council on Geographic Information,were also recently adopted by the MetroGIS Policy Board. Metadata is information that documents data and is important for data sharing. MetroGIS encourages your organization to use these guidelines to document GIS data. Both of these documents are accessible on the MetroGIS website under`Publications' at: http://www.metrogis.org . It is my understanding that you have the photo already enlarged to approximately five feet and that it is mounted. You would also provide a mock up of what would be labeled on the mylar. We would label the mylar and attach it so that it could be lifted up to view the photo. We have a roll of clear mylar available in the office and could complete the work in a couple of days. Anderlik said that irrigation uses a lot of water, and an odd/even sprinkling ban could reduce that use and make people more aware of their summer water usage. While the City has an informal ban, it was agreed that a permanent odd/even schedule would be easier to both enforce and remember. City Attorney Vierling was directed to draft an ordinance addressing odd/even sprinkling ban. Garbage Rates - Mayor Schaaf wanted to clarify who would be paying for the Junker Landfill Lawsuit, which is going to be charged back to residents at an increase of $6. 50 per quarter. Hoist said that all residences, except those apartments which settled separately, will be charged. City Maps - Anderlik presented a memo to the Council outlining the prices for different kinds of maps for the City. Interim Ili Administrator Hoist said that she would recommend the preparation of a parcel base map, zoning map, and an address map for this year. She said that City staff receives quite a few requests for City maps and that it would be nice to have some for the public. Hoist then recommended that the sewer, water, and storm sewer overlays be prepared in 1998 . Anderlik said that they could also prepare another overlay with geocodes and lot and blocks, as well . Council agreed to add this item to the Consent Agenda and to instruct Anderlik to begin the preparation as soon as possible. Anderlik said that he may be done as early as February 1, 1998 with the first three maps. Public Works Benson said that the streets have been swept and that he will continue to plow the 58th Street trail as long as possible. The winter parking ban signs have been installed, and Chief Swanson said that while there have been a lot of warnings issued, there have been few actual citations . There were questions about the lighting on Krueger Lane. Benson was instructed to find out the price of both a Cobra and a Shoebox light to be installed at that intersection. ACTION REQUESTED: Preparation of parcel base map, zoning map and address map at this time. Purchase sewer, water and storm sewer maps in 1998 . FINANCIAL IMPLICATIONS: The parcel base map, zoning map and address map could be expended from the General Contingency. The sewer, water and storm sewer maps could be split to expend $6 , 000 from the Utility Fund and the $2, 000 from General Fund Engineering or Street Maintenance . ADMINISTRATIVE COMMENTS: Recommend approval for parcel base map, zoning map and address map in 1997 . Approval for sewer, water and storm sewer maps in 1998 . For the base map, the County electronic system will be utilized and then "cleaned-up" to delete vacated streets, eliminate lot lines where parcels have been combined and include highway lanes, frontage roads and similar features on the State rights-of-ways. A zoning layer would be developed based on information provided by the Planner and/or City Staff and finally an overlay would be . prepared with the house numbers or address numbers shown on the developed parcels. This is the basic system discussed and would be to the same scale as the maps which have been submitted Y p recently with City Limits and park land specifically noted. If the address numbers can not be read at the scale noted above,two maps splitting the City will be provided at a larger readable scale. However, the scope of that work and the associated estimated cost has not been defined.
