I am including a revised copy of the services policies Valley Access provides you. There
were two mistakes brought to my attention about the total number of meetings andf the
one regular show we will produce for you if you wish.
I am also including the weekly schedule that will be published in the Stillwater Gazette.
It will appear every week in the Friday edition on the TV Listings page.

This Memo Outlines the basic services Valley Access Channels provides the member
Franchise Cities.
1. Staff will cover up to FOUR Regular Meetings per month. If a City wants to add a
regular in addition to the FOUR they will have to Freelance out for a Cablecaster.
2. Staff will cover extra one time events or meetings if we are available or will assist Cities
in finding a freelancer for the shoot.
3. The Cities will no longer pay for any of these regular services unless it is in addition to
the basic ones outlined above.
4. The Cities shall retain control of their meeting tapes. Valley Access will not make
copies of any city meeting without the authorization of the City Manager. Tapes of
meetings are to be kept at City Hall after their Play Schedule is completed.

5. The Cities have been setup to record TWO copies of meetings. Staff has been instructed
to always make two copies and leave one at City Hall. The City can choose to copy this
tape for people and set their own fee or check out the program tape to citizens who may
wish to view it.
6. All three Cities have been setup to do Dubs. Valley Access prefers not to do Dubs of
City Meetings and would like the Cities to take care of this funcion. Staff will write up
procedures and train appropriate persons on your dub system.
7. The Cities have been given regular playtimes for their meetings so they can promote
their playbacks. Consult Staff for your times if unsure.
8. Valley Access Government Division will produce ONE program per month for each of
the three cities (Bayport, Oak Park Heights and Stillwater).
